Nelson 612-725-2189 Under Statutory Authority 41 U.S.C. 253(c)(1) and IAW FAR 6.302, the proposed contract action is for Brand Name only supplies and services for which the Government intends to solicit and negotiate with only one source to provide air flow measuring stations (AFMS)(quantity 128) and variable frequency control devices (VFDs)(quantity 16 per negotiation and 1 procured on an emergency basis) as inherent components of the building environmental systems and are replace in kind to ensure optimum reliability and minimum maintenance; to be conducted during present replacement of VAMC's existing JC85/40 building environmental management systems with a Metasys migration by Johnson Controls, Minneapolis, MN. Products specified are ABB ACH 500 Series VFDs and Paragon pitot tube/tubes AFMS and are established as the optimum replacement due to standardization, ease of installation, maintainability and reliability, and it is imperative that the current maintenance contractor (Johnson Controls) install due to complete familiarity with existing building environmental control system and current/ongoing installation of Metasys. Contractor shall furnish labor and materials and complete project within 180 calendar days of Notice to Proceed. Bid items, VFD's: 1 75HP chilled water pump, 2 50HP supply fans; 1 50HP chilled water pump, 1 40HP chilled water pump, 1 40HP supply fan, 1 40HP exhaust fan, 3 30HP supply fans, 1 25HP supply fan,1 20HP exhaust fan, 1 15HP exhaust fan, 2 15HP well water pumps, and 1 5HP return fan. A 60HP supply fan will be purchased immediately under an emergency basis. The government intends to purchase quantity 128 AFMS (the Government has already converted 35 stations to Paragon brand AFMS as funds became available over the last 18 months): the AFMS supply, return, or OA intakes. Maintenance and operating manuals and training are to be furnished. The government reserves the right to procure quantities based on funds availability and may not buy entire quantities, nor at the same time, but may buy against a resulting contract. The above FAR 6.302 authority is cited and justification made based on the detrmination that the Government's minimum needs can best be satisfied by services available from one source. This notice of intent is not a request for competitive proposals. However, any proposal received before August 14 may be considered for capability. A determination by the Government not to open the rquiarement to competition based upon responses to this notice is solely within the discretion of the Governemnt. Information received as a result of the notice of intent will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. (0178)
