issue a Request for Information (RFI) for industry comment, RFI
N00600-97-I-2707, in support of the National Archives and Records
Administration. A request for proposal will be issued at a later date.
The government intends to award a firm fixed price, Indefinite
Delivery Indefinite Quantity type contract. The government reserves the
right to award more than one contract for this requirement. Past
performance will be a key evaluation factor. The government intends to
have oral presentations and only Contractor personnel shall
participate in the presentation. This requirement is for a base year
and two option years. Comments are encouraged on the draft Statement of
Work and are due no later than 21 July 1997. This requirement will not
be restricted, full and open competition is encouraged. The SIC code

Administration (NARA) would like to establish a contract for the
preservation duplication of historic still photographic negatives on
acetate safety film by producing interpositives and duplicate negatives
on 70mm roll film. NARA anticipates that approximately 33,000 negatives
shall be duplicated per year and offers a guaranteed minimum of 3,300
negatives per year. The original negatives to be duplicated in the
first year are in Record Group 286, Records of the Agency for
International Development (AID), and were produced by AID and its
predecessors to document economic recovery in Europe under the
"Marshall Plan". The negatives range in size from 35mm frames up to
4"x5". All work shall be performed at the contractor(s) work site, the
contractor(s) shall be responsible for providing all supplies,
equipment and labor to duplicate the original negatives. The overall
objective of this contract is to obtain preservation quality 6cm x 7cm
(or 6cm x 9cm) format interpositives on 100' rolls of 70mm wide film
using a high-quality camera system and contact printed duplicate
negatives produced from the rolls of interpositives, all retaining the
complete informational content and accurate tonal character of the
original negatives. The duplicate negatives shall be cut into strips
and sleeved in plastic storage pages. The unique item number for each
negative shall be photographically printed onto each interpositive and
duplicate negative. The contractor(s) shall inspect the original
negatives in preparation for duplication, shall clean the original
negatives if needed, and shall not duplicate any deteriorated negatives
that are found. The interpositives and duplicate negatives shall be
produced using a polyester-based (4 mil or 5 mil), fine grained, medium
contrast, continuous-tone black and white, silver gelatin film; the
film used for the interpositives shall panchromatic. All duplicate
negatives shall be contract printed, emulsion-to-emulsion, on a roll to
roll film contact printer, and cut into strips afterprocessing.
Sensitometric tests shall be conducted by the contractor(s) to
determine optimal exposure/developer/development time for the
interpositives and duplicate negatives to produce an accurate
reproduction of the original negatives. All film shall be processed to
meet the appropriate archival standards as specified in ANSI IT9.2.
The contractor(s) shall place the rolls of interpositives in archival
containers and label the containers as specified. The contractor(s)
shall cut, sleeve, folder, and box the duplicate negatives. All
negative pages, folders, and boxes shall be of archival quality and
shall be labeled by the contractor(s) as specified. The contractor(s)
shall initiate, document, and maintain a quality control program to
ensure the quality of the interpositives and duplicate negatives
