CO has a requirement for a contractor to furnish and install a
replacement floor in the Cadet Gym Weight Room. This is a combined
synopsis/solicitation for a commercial item prepared in accordance with
the format in the FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request for Quotation (RFQ) solicitation number F0561197T5630. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. The Standard
Industrial Classification is 1752 and the business size standard is
$7.0 million. The proposed contract listed here is set aside for small
business. CLIN 0001 is for the complete job wherein the contractor
shall furnish all parts, tools, material, equipment, transportation,
facilities and labor to install Sport Tred brand vinyl flooring from
Sport Floors, Inc., or equal, in the 8,800 sq ft Weight Room in the
Cadet Gym at the USAF Academy, CO. The contractor shall: (1) furnish
sufficient flooring, including scrap and waste, to cover the floor with
Air Force blue flooring, with a 6 foot silver border around the
perimeter of the room; (2) install the flooring and seal all seams in
accordance with the manufacturer's specifications; (3) install cove
base at all walls and appropriate transitions at all doorways; (4)
remove all construction debris upon completion; (5) posses two years
experience performing similar installations with similar materials; and
(6) complete all work within the period of performance of 14 July -- 1
August 97. (7) The contractor shall not be responsible for government
caused delays. The flooring material furnished and installed shall:
(1) approximate the colors of Air Force blue and silver; (2) be
sufficiently reflective to brighten the room; (3) be of appropriate
composition, thickness, durability and performance for this
application; (4) be finished to permit easy cleanup and low
maintenance; and (5) carry a standard industry warranty. (1) Award is
anticipated by 11 July 97. (2) Contractor responses shall include a
price quote and a technical proposal. The technical proposal shall
include product literature reflecting that the offeror shall furnish
the specified material or equal, references to support satisfactory
past performance, the delivery schedule for obtaining materials and
completing installation, and evidence of technical capability to
perform the installation. The product literature for any alternate
material offered must describe the salient characteristics of that
material sufficient to demonstrate whether it meets or exceeds the
reflective, composition, color, thickness, durability and performance
characteristics of the Sport Tred product. (3) Written quotes shall be
received at Operational Contracting Office, 8110 Industrial Drive,
Suite 200, USAF Academy CO 80840 until 3:00 PM, MDT July 9, 1997. Faxed
quotes shall be received at 719/333-4404 until 3:00 PM, MDT July 9,

52.212-1, Instructions to Offerors-Commercial Items (Oct 95) is
incorporated by reference and applies to this acquisition. Offerors
submitting offers presenting alternative commercial items shall submit
product samples and literature with their offers. The provision at FAR
52.212-2, Evaluation -- Commercial Items (Oct 1995) applies to this
acquisition. The Evaluation Factors, Listed in descending order of
importance, are: Ability to meet required delivery schedule, Technical
capability to perform the installation (posses two years experience
performing similar installations with similar materials), Suitability
of the proposed material to the intended application per performance
characteristics stated above, Past performance, and Price. NOTE 1:
Delivery schedule, technical capability, material suitability and past
performance are each more important than price. Offerors who fail to
meet the technical requirements as set forth above may be considered
nonresponsive to the Request for Quotation. NOTE 2: The above items
will be graded using the following criteria: 1) Does not meet the
standard (-), (2) Meets the standard (0), (3) Exceeds the standard (+).
The offeror who has the best combination of (+) and (0) signs on the
evaluation criteria scoring and is considered to be most advantageous
including price to the Government will be considered the apparent
awardee. The clause at FAR 52.212-4, Contract Terms and
Conditions-Commercial Items (Aug 1996) is incorporated by reference and
applies to this acquisition. The following addenda also are
incorporated and apply to this solicitation: 52.204-6 Contractor
Identification Number -- Data Universal Numbering System (DUNS) Number
(Dec 1996) The clause at FAR 52.212-5, Contract Terms and Conditions
Required to Implement Executive Orders-Commercial Items (Aug 1996) is
incorporated by reference. However, for paragraph (b), only the
following additional FAR clauses cited in the clause are checked and
applicable to this solicitation: numbers 6, 7, 8, 9, and 13. For
paragraph (c), only the following additional FAR clauses cited in the
clause are checked and applicable to this solicitation: numbers 1, and
2. The applicable Service Contract Act Wage Determination is No.
94-2079, Revision 6. Equivalent rates for Federal hires would be:
Maintenance Carpenter at $12.60 per hour and Carpet Layer at $11.86 per
hour. The clause at DFARS 252.212-7001, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Applicable to
Defense Acquisition of Commercial Items (Nov 1995) is incorporated by
reference. However, for paragraph (b), only the following additional
