(415)977-8597 Indefinite Quantity Contract for Economic Services for
Flood Control and Shore Protection. The Work performed under this
contract will include various types of economic studies related to
analyzing the economic impacts of proposed Corps Projects designed to
provide flood control, bank protection, and related activities. The
specific areas of expertise in this contract will be for conducting
economic analysis of: Shore and bank protection and flood control.
General areas of knowledge will include: micro and macro economics,
land use studies, shore and bank protection studies, real property
evaluation, recreation evaluation and statistical survey, and sampling.
The following criteria will be considered in the Order of Preference as
listed: (a) Expertise in the application of economic theory to solving
benefit evaluations; specifically in the economic evaluation of flood
damage and shore and bank protection; (b) Expertise in data collection
and analysis and the use of statistical analysis and techniques
including risk and uncertainty analysis; (c) Expertise and skill in
report writing and report preparation; (d) The offering firm's
geographical location (firms located within the San Francisco Bay Area
will be rated higher than those farther away); (e) Past Performance on
Department of Defense (DOD) and other contracts with respect to cost
control, quality of work and compliance with performance schedules.
Also past performance on previous sub-contracting plans (offerors must
provide performances data on sub-contracting plans for evaluation
purposes); and (f) Extent of participation of small business, small
disadvantaged business, and woman owned business in the proposed
contract team, measured as a percentage of the total estimated effort.
Minimum Order: When the Government requires supplies or services
covered by this contract in the amount of less than $500.00, the
Government is not obligated to purchase, nor is the Contractor
obligated to furnish those supplies or services. Maximum Order: The
Contractor is not obligated to honor: (1) Any order for a single item
in excess of $100,000.00; (2) Any order for a combination of items in
excess of $100,000.00; and (3) A series of orders from the same
ordering office within thirty (30) days that together call for
quantities exceeding the limitation in subparagraph (1) or (2) above.
Firms wishing to receive copies of Solicitation No. DACW07-97-R-0009
may contact this office in writing within fifteen (15) days from the
date of this advertisement. It is anticipated that issuance of the
Solicitation will occur on or about 97 Jul 25. This contract is for a
one year period with an option to renew it for two additional years.
The Total Amount for each contract year period shall not exceed
