Department of the Navy intends to procure by full and open competition
the development and integration of an avionics war fighting upgrade to
the EA-6B Block 89A Prowler Aircraft (ICAP III). The Government has
previously released two (2) RFIs under synopses 20105-96 and 40193-97.
This procurement is for a basic Engineering and Manufacturing
Development (EMD) cost plus incentive fee/award fee contract with two
(2) production fixed price incentive options. The EMD portion of the
contract is to design, develop, integrate ICAP III into EA-6B Block 89A
aircraft, establish a systems integration lab, upgrade two (2)
aircraft, test, integrated logistics support, physical configuration
audit, associated data with an option for the integration of a fourth
display. Production Option I is to manufacture and install up to 20
ICAP III upgrades, procurement of initial spares, integrated logistics
support, and associated data. Production Option II is to manufacture
and install up to 20 ICAP III upgrades, procure spares, integrated
logistics support, and associated data. The ICAP III upgrade entails
upgrading the ALQ-99 on-board system, upgrading the Tactical Display
System, improving the reliability and maintainability of the on-board
systems, and integrating Government Furnished Equipment. Prospective
offerors who have replied to the RFIs need not respond to this
