will be accepted The Immigration and Naturalization Service intends to
award a Firm-Fixed Price Purchase Order to buy flight simulators (for
a fixed-wing simulator with both a Cessna 210 and a Cessna-182 data
base system incorporated; and a Hughes 500 (OH-6A)) for pilot training
of the U. S. Border Patrol at the El Paso Flight Operations, El Paso,
Texas. This is a combined CBD synopsis/quotation for commercial items
prepared in accordance with the format in the Federal Acquisition
Regulation, Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only request
for quotation; quotations are being requested and a written quotation
will not be issued. ACD-7-Q-0016 is issued as a request for quotation
(RFQ). This RFQ document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 46. The Standard
Industrial Classification is 3699, Electrical Machinery, Equipment, and
Supplies, Not Elsewhere Classified, 750 Employees. Contract Line Item
Number (CLIN) 0001 is for two (1) each, Flight Simulator with both a
Cessna 210 and a Cessna 182 data base system incorporated. CLIN 0002 is
for two (1) each, Flight Simulator for a Hughes 500 (OH-6A). The flight
training simulators shall be new, of current design and production,
with spare parts readily available. They shall be FAA qualified to
advance flight training device level 5 or greater and shall meet the
requirements of applicable parts of FAR 141 and FAR 142 for instrument
flight instruction and certification. The contractor shall provide all
applicable support and maintenance documentation, certificates of
compliance and the approved test guide (Section 8, AC 120-45A). The
simulators shall be capable of a future upgrade to level 7 or higher
certification, with a minimum of soft and hardware changes. The
contractor shall provide a list of requirements for the anticipated
future upgrade. The contractor shall employ full scale replication of
a Cessna 210/182 and a Hughes 500 (OH-6A) cockpit. The simulators shall
be capable of upgrade with a motion system with at least 6 degrees of
freedom. The cockpits shall be designed to allow for an instructor seat
and simulation controls. The requirements of FAA AC 120-54, paragraph
D, cockpit criteria will be incorporated into the required level 5
flight training device performance criteria. The simulators shall be
equipped with a basic visual display system. Actual Cessna and Hughes
aircraft instrument gauge clusters shall be used when possible. The
flight training devices shall have, as a minimum, appropriate replicas
or actual instruments listed as follows: 1) Airspeed indicator; 2)
Turn and slip/turn coordinator; 3) Attitude indicator; 4) Horizontal
Situation Indicator -- Kind KI-525; 5) Altimeter with adjustable
barometric pressure; 6) Vertical speed indicator -- Cessna; 7)
Instantaneous vertical speed indicator -- OH-6A; 8) Slaved compass
system -- Kind KCSW-55A with KI-51B selector/indicator; 9) Radar
altimeter -- Kind KRA-10A; 10) Global position system -- Kind KLN-90B
with A190B remote selector; 11) Remote magnetic indicator -- Kind
KI-229 dual needle (ADF and FOR) with remote VOR 1, 2 or GPS selector
switch; 12) Gyro suction gauge; 13) 2 VOR/ILS course deviation
indicators; 14) 2NAV/COM -- Kind KX-165; 15) Distance measuring
equipment -- Kind KN-64; 16) S mode transponder -- King KT-70; 17)
Marker beacon receiver -- Kind KR-21; 18) Digital chronometer --
Davtron; 19) Electric trim -- On Pilots yoke for Cessna and on cyclic
control for OH-6A; 20) Magnetic compass with realistic turn lead and
lag; 21) Audio panel -- Kind KMA-24H for Cessna and NAT AA94BP for
OH-6A; 22) Automatic Direction Finder -- King KR-87; 23) Avionics
master switch; 24) Engine out audio -- OH-6A, only; 25) All appropriate
Cessna and Hughes engine, rotor, transmission, fuel and oil quantity,
speed, temperature and pressure gauges; 26) Flap selector control with
position indicator -- Cessna only; 27) Cowl flap selector
lever—Cessna only; 28) Hobbs meter; 29) Dual controls; 30)
Appropriate operable circuit breakers. The Government will furnish an
OH-6A cabin section with cyclic and collective controls and a slant
style instrument panel (less instruments). The contractor shall provide
a minimum of one (1) year warranty for all parts and labor. The
contractor shall provide one (1) set of operating, maintenance, and
parts list manuals for each flight simulator. The contractor shall
deliver, install and set-up at the U.S. Border Patrol (USBP) training
facility in El Paso, TX. The contractor shall provide complete ground
school for four (4) instructors at the time of delivery. The ground
school shall be conducted at the USBP facility and shall include
instruction on care, operation and maintenance of the flight simulator.
The Cessna flight training simulator shall be delivered FOB
Destination, installed and operational not later than three months
after award of the contract. The helicopter (OH-6A) flight simulator
shall be delivered FOB Destination not later than nine months after
award of the contract. The provision at Federal Acquisition Regulation
(FAR) 52.212-1, Instructions to Offerors -- Commercial, applies to
this acquisition. For evaluation purposes, the quote shall include
Technical data describing each flight simulator offered; proof that
spare parts are readily available; proof that flight simulators are FAA
qualified to advance flight training device level 5 or greater and meet
applicable parts of FAR 141 and FAR 142 for instrument flight
instruction and certification; and proof that the simulators are
capable of future upgrade to level 7 or higher with a minimum of soft
and hardware changes. Award will be made to the lowest priced,
technically acceptable quote. Quotes shall include a completed copy of
the provision at FAR 52.212-3, Offeror Representations, and
certifications -- Commercial Items, with its offer. FAR clause
52.212-4, Contract Terms and Conditions -- Commercial Items applies to
this acquisition. FAR clause 52.212-5, Contract Terms and Conditions
Required to Implement Statues Or Executive Orders -- Commercial Items,
and the following additional clauses, apply to this acquisition:
