The USEPA National Risk Management Research Laboratory (NRMRL) located in Edison, NJ has a need for a vendor to conduct research for the attenuation of storm runoff (sheetflow) over disturbed (compacted) soils. The project will examine the effectiveness of soil amendments (composted materials) as a way to increase storm runoff infiltration, reduce the quantity and/or intensity of surface and subsurface runoff, and reduce the transport of dissolved or suspended contaminants by runoff from a recently developed area. Each offeror shall address the evaluation criteria and objectives identified the Statement of Work in preparing a response quote. Offerors not addressing the criteria identified will not be given further consideration for award. Evaluation Criteria will be based on a pass/fail basis. Offeror's must pass all criteria in order to be considered for award. The Government anticipates awarding a Firm Fixed Price contract for the services identified in the quotation. The acquisition is expected to be issued on 07/07/97, with proposals/quotes due on 7/11/97. All requests for RFQ 97-R-04 must be in writing to the Contracting Officer and must identify the offeror's fax and telephone numbers. The acquisition will be processed as a total small business set aside, using FAR Part 13 simplified acquisition methods. The SIC is 8731, 500 employees. (0170)
