Fleet and Industrial Supply Center, Norfolk Detachment Philadelphia intends to procure through full and open competitive procedures, technical support for a Local and Wide Area Network based on Novell Netware Version 4.1 that communicates with external users through Internet Protocol (IP) methodology and to internal users through Netware's Internet Package Exchange (IPX), and programming and software support on the LAN and a relational database which is ported from flat files on a legacy mainframe system based on a UNIX/Oracle platform located at the Naval Inventory Control Point (NAVICP), Philadelphia, PA. The technical support shall include, but not be limited to the following: writing of programs which search out and download queries of data from IDMS databases, restructuring the downloaded files for input into Oracle database structures, and integrating the Oracle database information into numerous programs written primarily in Visual Basic for relational databases ported from flat files on the legacy mainframe system; analyses of selected problem areas in order to define the functional requirements that need to be addressed, the existing capability for meeting the functional requirements, the gap that exists between the existing and desired capability, and assumptions and constraints that govern all proposed solutions to the stated requirements. The period of performance for this effort is from date of award through 30 September 1997 with one twelve month renewal option period. All responsible sources may submit a proposal which shall be considered by the Fleet an Industrial Supply Center.
