change the description of the requirement and extend the solicitation
closing date. The new requirement reads as follows: Public Law
104-208, directs the Defense Logistics Agency (DLA) to contract a
not-for-profit trucking research institute, engaged exclusively in
motor carrier R&D, to examine, measure, and inventory the expertise and
capability of private sector third party logistics providers to provide
DLA with cheaper and more efficient logistics services. Accordingly,
DLA plans to issue a request for proposals to award a firm fixed price
contract. To avoid duplicating previous studies similar in nature, DLA
intends to constrain this study to an examination of the private
sector's transportation bid process and how it compares to DoD's
Guaranteed Traffic (GT) program. DLA's intentions are to (1) determine
improvements to solicit the best configuration of traffic lanes, (2)
determine if DoD solicitations conform to commercial standards, (3)
determine if the GT program is compatible with commercial standards,
(4) determine standards for providing sufficient historical data for
contractors to adequately cost their services, (5) determine if DoD
rates are structured to provide best value, and (6) determine
improvements to access contractor performance. Those desiring a Request
