Tennant, Contracting Officer, (301) 394-4348. This synopsis amends the previously amended synopsis dated 1/13/97. The purpose of this amendment is to add the following to the solicitation: THE FOLLOWING LOCAL SOLICITATION PROVISIONS ARE INCORPORATED: REQUIREMENT FOR DESCRIPTIVE LITERATURE (RFP) (a) Offeror is required to submit descriptive literature with its proposal. "Descriptive literature" means information (e.g., cuts, illustration, drawings, and brochures) and is submitted as part of an offer. Descriptive literature is required to establish, for the purpose of evaluation and award, details of the product offered that are specified elsewhere in the solicitation and pertain to significant elements such as (1) design; (2) materials; (3) components; (4) performance characteristics; and (5) methods of manufacture, assembly, construction, or operation. The term includes only information required to determine the technical acceptability of the offered product. It does not include other information such as that used in determining the responsibilityof a prospective Contractor or for operating or maintaining equipment. (b) Descriptive literature must be (1) identified to show the item(s) of the offer to which it applies and (2) received by the time specified in this solicitation for receipt of proposals. (c) Failure to submit descriptive literature as required above may result in the proposal receiving no further consideration. PAST PERFORMANCE INFORMATION Offerors shall submit the following information as part of its proposal: (a) A listing of the last three (3) contracts, completed or active, awarded during the past three years. Contracts listed may include those entered into with the Federal Government, agencies or state or local governments and commercial customers. Include following information for each contract: 1. Name of contracting activity 2. Contract number 3. Contract type 4. Total contract value 5. Synopsis of contract effort 6. Contracting Officer name and telephone 7. Program manager, PATR, or COR name and telephone 8. Administrative Contracting Officer, if different from #6, and telephone b.Information shall demonstrate the offerors successful performance under existing and/or prior contracts for the same or similar product(s). Past performance informaton will be used in responsibility determinations and as a tool to determine the best value to the Government. Award will be made to that responsive and responsible offeror whose proposal is determined to be technically acceptable based on information submitted in accordance with the above paragraphs entitled "Requirement of Descriptive Literature (RFP)", "Past Performance Information" and whose initially proposed price is lowest, or, if discussions are conducted, whose best and final proposed price is lowest.
