Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS),
Animal Damage Control (ADC) requires wooden posts and woven wire
fencing. The ADC mission deals with predator control in several areas.
In this case, the fencing and posts are to be provided to farmers
whose crops are being damaged by deer. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45. Simplified
Acquisition Procedures will be followed. This is a 100% total set-aside
for small business. A firm-fixed price contract will be awarded. All
responsible sources may submit an offer for consideration. The standard
industrial class (SIC) code is 2499. The contract line item numbers and
quantities and units of measure (Bid Schedule) are as follows: Item 1
-- Wooden Posts, 6" x 12', Quantity -- 35/ea. Item 2 -- Wooden Posts,
5" x 12', Quantity -- 250/ea. Item 3 -- Wooden Posts, 4" x 12',
Quantity -- 1500/ea. Item 4 -- Woven Wire Fencing, Quantity 95/rolls.
Product descriptions: Wooden Posts: Posts must be straight, free from
cracks (serviceable) and dry (cured)(no sap), pressure treated with
pentachlorophenol or CCA and ACZA to a minimum net retention of .4
pounds or preservative per cubic feet of wood, minimum preservation
penetration is inch and 90% of sapwood for all species except:
(Southern yellow pine shall have a minimum 2 inch penetration and 85%
of sapwood). Posts must meet diameter specifications at smallest point.
(Ie: the 6" x 12' posts must be 6" in diameter at the smallest end).
Posts must be: Douglas fir, western larch, northern hemlock, red
(Norway) pine, white pine, jack pine, ponderosa pine, southern yellow
pine or northern white cedar. Woven Wire Fencing: Rolls must be 330'
(20 rods) of wire, 96 inches tall with horizontal and vertical wires
every 6 inches. Horizontal line wires shall be graduated with a maximum
wire spacing of 6 inches for the bottom 54 inches of the fence, and a
maximum wire spacing of 7 inches for the top 42 inches of the fence,
for a total mesh height of 96 inches. Horizontal wires must be: 12
gauge, 200,000 PSI tensile strength, minimum breaking load 1460 pounds,
ASTM Class III galvanized wire. Vertical wires must be: 12 gauge,
125,000 PSI tensile strength, minimum breaking load 900 pounds, ASTM
Class III galvanized wire. Wire crossings must be knotted with a
no-slip knot. Knot wire must be a minimum of 13 gauge, 69,000 minimum
PSI tensile strength. Minimum breaking load 490 pounds. ASTM class III
galvanized wire. Horizontal wires must have a tension curve in every
space between vertical wires. Tension curve must be present so tension
can be adjusted visually. Note: Wooden Posts and Wire Fencing must be
delivered in the quantities listed to the cities listed. Delivery
Terms: F.O.B. destination. Delivery Time: 30 calendar days after notice
of award. (A complete delivery address, contact person and telephone
number will be given at time of award). Supplier is responsible for
unloading quantities at the locations, and your proposal should include
these unloading costs. Amherst Junction, Wisconsin, 760 posts (various
sizes) and 36 rolls of wire fencing; Shiocton, Wisconsin, ( 2 drop
locations) 716 posts and 24 rolls of wire fencing; and Casco,
Wisconsin, 309 posts, no fencing. The following Federal Acquisition
Regulations (FAR) apply to this procurement; 52.212-1, Instruction to
Offerors-Commercial; 52-212-2, Evaluation Commercial Items; 52.212-3,
Offeror Representations and Certifications-Commercial Items (copy to be
include with offer); 52.212-.4, Contract Terms & Conditions Commercial
Items; and 52-212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items. The standard
commercial warranty is applicable to this procurement. For the purpose
of evaluating offers for this procurement, items 1, 2, and 3 will be
grouped together for one award, and item 4 for a separate award. Award
will be made to the lowest priced responsive responsible offeror.
