22 -- LIGHT RAIL VEHICLE PROCUREMENT!! The St. Louis Bi-State Development Agency (BSDA) is interested in obtaining 20 additional AC propulsion Light Rail Vehicles, with an option for up to 4 LRVs, for the St. Louis MetroLink Light Rail Transit System. The minimum of 20 additional vehicles will be the third series (LRV3) for the MetroLink system. The series 3 LRVs must be fully compatible with the existing 31 SD400 DC Chopper LRVs (LRV1) as well as the 10 SD400 AC LRVs (LRV2) currently in production. Series 1 and series 2 LRVs will be fully compatible with each other. The series 3 LRVs shall be capable of trainlined operations on the MetroLink system with series 1 and series 2 LRVs in any combination of up to 4 LRVs per train. The series 3 LRVs shall be capable of interfacing with the MetroLink Systems and Infrastructure including, high-level platform boarding and shall be equipped with low-level emergency egress/maintenance access doors. Compatibility with the series 1 and series 2 LRVs include mechanical, electrical, pneumatic, electrical trainlinability, operational, and structural compatibility. The series 3 LRVs shall include subsystems which have been proven in revenue service and must be equal to or better in performance, reliability, and safety than the current series 1 and series 2LRVs. The BSDA has a budget of $46,600,000 for the procurement of the 20 LRVs which shall include acceptable warranty provisions, on-board cab signaling equipment, special tools, manuals, training, and drawings. This budget includes FTA funding and therefore Buy America, Disadvantaged Business Enterprise (DBE), and other applicable FTA provisions apply. IDOT provisions may also apply. BSDA also intends to complete delivery, commissioning, and acceptance testing of the 20 LRVs by December, 2000. It is BSDA's intent to secure additional funding for up to 4 option LRVs at a price not to exceed $2.33 million per LRV. Qualified firms experienced in LRV design and manufacture for the U.S. market, capable of meeting all of the above requirements, and interested in fulfilling this order are requested to provide written confirmation of experience, capability, and interest (not to exceed five pages in length) by 5:00 PM St. Louis time, June 27, 1997. The Agency intends to evaluate the responses to this solicitation in order to structure the final vehicle procurement process.
