D -- SOURCES SOUGHT FOR DATA AND SYSTEM SUPPORT SERVICES SOL W81W25-EIS3-0001 POC Contract Specialist Julia S. Vincenti (Site Code DAAD05) U.S. Army Garrison Aberdeen Proving Ground has a requirement to purchase Data and Systems Support Services for the U.S. Army Environmental Center (USAEC). The purpose of this source sought is to determine small business capabilities to participate as a prime contractor for this acquisition. Small Businesses are encouraged to submit a capability statements, including related experience and performance history (with point of contact and phone numbers) within the past five years. The government reserves the right to contact any or all of the points of contact cited in your package. Clearly describe your firms expertise and depth of experience preferably as a prime in all areas of work stated below. Qualified offerors must state if they are a small business. If a sufficient number of capable small businesses respond the acquisition may be 100% set-aside for small business under SIC 7379, size standard $18 million. Five year service contract to include approximately 60-75 continuing effort information management personnel to be located on-site at the Edgewood area of Aberdeen Proving Grounds, Maryland 21010. Multiple agencies will use the contract with an anticipated initiation date of August 1998. The contractor will provide support to the USAEC in the following areas: a. Graphics/Desktop Publishing: the contractor shall provide research and evaluation of state-of-the-art presentation software and hardware and provide support for multimedia graphics, electronic and print output using the latest technology. Capabilities will include the design and development of multimedia, interactive audio/visual motion presentations on 3-dimensional graphics systems as well as the use of automated desktop publishing and traditional graphic techniques in conjunction with writing and editing techniques. b. Systems Support: the contractor shall provide continuing desktop and corporate systems administrative, monitoring and multi-platform LAN/WAN support. Network integration support, systems security requirements, and an automated help desk will be maintained and supported. The contractor will establish, maintain, and operate a microcomputer (IBM or functional equivalent personnel computer) and Unix (SGI) testing facility reflecting the existing systems and configurations found within the USAEC and Army wide user community, and establish, configure, maintain, and support a Window NT operating system environment. Web server integration and maintenance and web data management support will be provided. System Database Administration (DBA) functions for Oracle and Interbase will be provided, and the contractor will manage the installation and upgrade process of USAEC databases. The contractor will provide training for use of office automation commercial-off-the-shelf (COTS) software. c. Technical Information Center: the contractor shall incorporate the center's holdings of drawings and maps and establish a system for filing,indexing and retrieval. The contractor will operate a photo-library system, maintain mailing lists, prepare duplication and distribution of documents/videos, and investigate state-of-the-art video tape duplication equipment and recommend alternatives. The contractor shall duplicate and distribute diskettes and guidance documents in support of Army and DOD environmental software, operate and evaluate the Rimage Disk Duplicator, and implement CD ROM duplication and mastering equipment and make recommendations for acquisition. d. Army Support Center: the contractor shall provide support by continuing to acquire, and/or use operational, analytical, and reporting programs and other programs yet to be fielded. The contractor shall support special one-time ad hoc data retrieval requests from users at various levels of command using Structured Query Language (SQL) where applicable or other means when SQL is unavailable. The contractor will develop, test, document and support customized retrieval programs for repetitive date extraction from databases as required and provide documentation and training support for specialized software packages developed under USAEC and/or DESCIM direction. Maintenance and operation of an Environmental Program hotline with answering machine or voice mail support for off hours and an Army support hotline for environmental systems will be provided by the contractor. Contractor will serve as primary instructor or classroom assistant for information systems, and will review, evaluate beta test, and provide recommendations for improvement of all environmental related software produced for USAEC. The contractor will maintain and support master data bases as required. No solicitation is available at this time. The government does not intend to award a contract on the basis of this source sought or otherwise pay for any information or inquire.
