Contracting Officer, (205) 955-1600 The U.S. Army Space and Strategic
Defense Command (USASSDC), Space and Missile Defense Battle Integration
Center, Simulations Directorate requirement entitled "Advanced Research
Center" (ARC) provides authorized contractors and government agencies
a centralized resource for addressing space and missile defense
research and development, simulation and evaluation in a classified or
unclassified environment. The requirements of the ARC include
reliable, fault tolerant computing; software techniques for state of
the art complex systems, real-time algorithm, development, super
computer processing, parallel processing, large scale specialized
visualization, modeling and simulation, evaluation, communications,
software development, testbed development, technical and administrative
services and thorough knowledge of spacecraft and missile systems. The
ARC provides customers with a unique resource to address space and
missile defense systems, subsystems, technologies, integration,
evaluation and simulation under analysis to include; Battle
Management/Command, Control, Computers, Communications and Intelligence
(BMC4I); Attack Operations, Active Defense, and Passive Defense.
Research testbeds utilizing special and/or off-the-shelf test equipment
that can be configured to support space and missile defense
experimentation, exercises, simulation, testing, analysis, evaluation,
and possible deployment is required. The objective of this effort is
to provide the framework to establish, implement and operate the ARC as
a research facility that allows ARC customers the capability to examine
their requirements by: (1) serving as a focal point for USASSDC and the
Program Executive Office-Army Missile Defense (PEO-AMD) or other
government agencies, and contractors conducting research, development,
integration and test, verification and validation, analysis and
operational concept studies; (2) supporting experimentation, exercises
and evaluation of advanced computing hardware/software and (3)
providing the resources to develop,evaluate and demonstrate advanced
space or missile defense warfighter concepts. This sources sought
announcement is not a solicitation for proposals; however, any firm
competent to perform the effort described above should submit written
qualification statements to CSSD-CM-CK, Melissa D. Webb, at the address
above, within fifteen (15) calendar days from the date of publication
of this notice. Qualification statements shall reference DASG60-97-0048
and shall not exceed fifteen (15) pages. The small business size
standard is 1,000 employees. Firms responding to this notice should
indicate whether they are a large, small, or small and disadvantaged
business. Foreign participation is not open to this acquisition. SIC
