Catherine Brott, cbrott@ems.jsc.nasa.gov. NASA/JSC plans to issue a
Request for Offer (RFO) for the services of a senior optical scientist
to perform space debris research. Tasks to be performed include:
participation in the planning and execution of optical observation
campaigns to measure the space debris environment, typically utilizing
the NASA optical facilities at Cloudcroft, N.M., but on occasion
involving the use of other U.S. or international facilities;
participation in the planning and execution of processes to collect and
reduce optical measurements of manmade and natural space debris, which
may include evaluation of the validity of techniques and processes
actually being conducted by other contractors; performance of
scientific evaluations of the results of the optical observations to
further understand and predict the orbital debris environment and
hazards to spacecraft; assisting in the design, development, and
support of the data acquisition, processing, analysis, documentation,
and archiving of optical space debris date; assisting in the
definition, procurement, testing, and operation of ground-based
telescopes for the acquisition of debris data; devising and evaluating
techniques for employing Charged Couple Device (CCD) or other advanced
sensors to detect very small orbital debris objects; development of
equipment, software, and techniques required to enhance and improve the
operating capability and efficiency of ground-based telescopes for
orbital debris observations. The following value characteristics are
applicable to this procurement: A. Experience in developing and
executing space or astronomy related optical data collection campaigns,
and managing optical telescopic facilities. B. Expertise in space or
astronomy optical data reduction. C. Knowledge of and experience with
state-of-the-art optical telescopes and data systems This procurement
is being conducted under the NASA MidRange Pilot Test Program approved
by the Office of Federal Procurement Policy. See Numbered Note 26. All
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about
Tuesday, June 17, 1997 with an anticipated offer due date of on or
about July 16, 1997. An ombudsman has been appointed - -- See Note "B".
