materials, required to perform interior renovations to the OC
Laboratories on the second floor in Building 106, Corridors B thru D,
at Rome Laboratory, 26 Electronic Parkway, Rome, New York. The project
will include removal of asbestos-containing building materials,
removal of existing partitions, doors, ceiling, fixtures, finishes,
electrical and mechanical devices, etc., construction and installation
of new partitions, ceilings, fixtures, finishes, electrical and
mechanical devices, etc., and providing cabinetry and sink in the break
room. Magnitude of construction is between $1,000,000 and $5,000,000.
Expected performance period is 15 months. In accordance with the Small
Business Competitiveness Demonstration Program, this action is
unrestricted. All responsible sources may submit a bid. The tentative
dates regarding this project are as follows: issuance of the Invitation
for Bids -- 16 Jul 97; Bid Opening -- 15 Aug 97. Plans will be
available for inspection, without charge, at Rome Laboratory
Operational Contracting (RL/PKO), 26 Electronic Parkway, Building 106,
Rome, New York on or about 16 Jul 97. The Invitation for Bids
(excluding the drawings) will also be available within the Rome
Laboratory WebSite on or about 16 Jul 97. To access, go to the Rome

copies (including specifications and drawings) will be mailed no
sooner than the actual issue date. Forty sets of specifications and
drawings are available and will be issued on a first-come, first-served
basis until the supply is exhausted. Firms must request package in
writing; telephone requests will not be honored. Faxed requests may be
sent to 315-330-2555. An Ombudsman has been appointed to hear
significant concerns from bidders or potential bidders during the bid
development phase of this acquisition. Routine questions are not
considered to be "significant concerns" and should be communicated
directly to the Contracting Officer, E.J. Rena, 315-330-7518. The
purpose of the Ombudsman is not to diminish the authority of the
Contracting Officer or Program Manager, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
Government personnel. The Ombudsman for this acquisition is Vincent
Palmiero, Chief, Policy and Management Division, at 315-330-7746. When
requested, the Ombudsman will maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. For further
