notice is published pursuant to the Energy Policy Act of 1992 and Title
10 U.S.C. 2865. The Air Force intends to implement basewide energy
conservation measures at Air Force installations in the states of:
Ohio, Illinois, Indiana, Kentucky, Arkansas, Oklahoma, Iowa, Minnesota,
Kansas, Michigan, and Wisconsin, and intends to pursue such using the
streamlined acquisition procedures authorized by the Energy Policy Act
(P.L. 100-486). This solicitation will result in a 25-year Energy
Savings Performance Contract (ESPC) for the above geographic regions
with a contract maximum envisoned to be approximately $200 million.
Firms on the DoD Pre-Qualified Contractor List for 1997 interested in
competing for this work should express their interest to the above
listed contracting office within 15 days after publication of this
notice. Pre-Qualified firms capable of identifying, designing,
financing, implementing, operating, and maintaining energy saving
system retrofits are invited to respond. Types of Energy Conservation
Measures (ECM) envisoned under this effort include, but are not limited
to lighting systems, motors, control systems, heating, ventilating and
air conditioning, etc. The Air Force will issue a Request for
Qualifications (RFQ) package to all Pre-Qualified firms that respond
within the 15 day period. Firms responding to the Request for
Qualifications will be evaluated, with the best qualified firms invited
to respond to a competitive Request for Proposal (RFP).**** An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. Potential offerors are
