consists of providing monitoring, testing, studies, surveys, periodic
reviews and investigative and design services for a variety of
environmental programs. Services which may be required include CERCLA
investigations, studies, remedial designs and monitoring; hazardous
waste sampling and analysis; asbestos abatement testing, design and
inspection; lead based paint abatement testing, design and inspection;
other hazardous material abatement testing, design and inspection;
noise studies and environmental assessments, pollution prevention
investigations, studies and designs; environmental management plan and
program reviews as needed; air and water quality surveys, sampling,
and permitting and UST corrective actions. Services may also include
assisting in negotiations with environmental oversight agencies having
jurisdiction over the facility. The contract will be for a one year
period with four option years. Contract will consist of multiple
requirements issued as individual delivery orders, with cumulative
yearly totals not to exceed $500,000.00 and total fees not to exceed
$2,500,000.00 for the duration of the contract. Firms must presently
maintain a local staffed office in the seven county Mpls-St Paul
metropolitan area. Selection will be based on the following criteria
which are listed in order of importance: (1) Professional
qualifications of assigned staff necessary for satisfactory performance
of required services (2) Specialized environmental experience and
technical competence of firm(s) (3) Capacity to accomplish the work in
the required time (4) Past performance on contracts with Government
and private industry in terms of cost control, quality of work and
compliance of performance schedules (5) Location of firm and knowledge
of locality (6) Demonstrated success in prescribing use of recovered
materials, waste reduction and energy efficiency (7) Experience in the
supporting disciplines (architecture, electrical, mechanical, civil,
well drilling, analytical laboratory, etc.) (8) Volume of past DOD
awards within the past twelve months with the object of effecting an
equitable distribution of contracts among qualified firms. The SIC code
is 8744, Environmental Remediation Services with a size standard of 500
employees. Firms meeting the requirements described in this
announcement are invited to submit Standard Form 254,
Architect-Engineer and Related Services Questionaire and Standard Form
255, Architect-Engineer and Related Service Questionaire for Specific
Project. Three copies of these forms are required. Responses will be
accepted at the address above until the close of business on the the
30th calendar day from the date of this announcement. Firms responding
to this announcement before the closing date will be considered for
selection, subject to the limitation on geographic location. No
