This is an announcement for a sole source follow-on award to Management Sciences for Development (MSD). The original contract with MSD was signed in to implement components of the Bolivia Administration of Justice Project (BAOJ). This contract will end by July 31, 1997. In the past years, phase one of USAID's joint strategy with the Ministry of Justice (MOJ) has supported the drafting, promotion, and legislation of transcendent measures. Once this legislation is passed into law, Phase Two will institute an urgent action program to support their implementation. Before phase two begins, USAID/B has decided it will implement a short-term strategy and await the arrival of the new government to take strategic, programmatic and funding decisions for the medium to long term. This strategy will allow USAID/B to take into account the electoral transition and possible changes in political will to promulgate the justice reform package. USAID/Boliva is contemplating a limited competition procedure among 8(a) firmsto have a contract in place after December 1997. The purpose of this contract is for MSD to carry out an intensive promotional, dissemination, and advocacy effort to push for the approval of the reforms before December 1997. Additionally, nominal preparatory technical assistance must be given to target institutions -- Public Ministry, Supreme Court, Public Defense, Ministry of Justice -- to prepare them for post-passage implementation. The services sought by USAID/Bolivia under this contract, are for a $200,000 short- term bridge funding for MSD through December 31, 1997, in accordance with AIDAR 706.302(b)5 USAID therefore intends to negotiate soley with MSD as only one responsible source.
