Q -- MENTAL HEALTH COUNSELLING SERVICES SOL RP-31ME-7-0012 DUE 082997 POC Margaret Bates, 202-690-9823 The U.S. Department of Agriculture (USDA), Rural Development, in compliance with Federal Regulation 5 U.S.Code 7091 requires that an occupational health services program be established to promote and offer mental health counseling services, upon request, to all federal workers and their families. It is anticipated that the services will be provided to the employees of Rural Development, Farm Service Agency (FSA), and Natural Resources Conservation Service (NRCS) on a nationwide basis, to include Headquarters in Washington, DC, and all field offices nationwide, covering approximately 30,000 employees at approximately 5940 sites including Puerto Rico and the Pacific Trust Territories. The service provider must have extensive experience in implementing and operating an Employee Assistance Program (EAP), and a twenty-four (24) hour per day national telephone (800/888) hotline/helpline service. The service provider must also be able to provide referral to a state certified counselor when necessary. Serviceswill commence from date of contract award with a base period of one year, with four (4) additional one-year option periods. It is anticipated that the solicitation will be issued on or about July 18, 1997.
