The FISC Norfolk Detachment Philadelphia proposes to modify existing contract N00140-96-C-3227 with Zeiders Enterprises, Inc. in order to allow for an additional three (3) months of Family Counseling Services in support of the NFSC Pascagoula, MS Beginning 01 July 1997 and ending 30 September 1997. This action is required in order to provide continuity of services before a follow-on contract can be placed. This firm is considered the only supplier of these services at this time as they are the only company which can support the immediate needs of the government with out a costly start-up period. This contract extension is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
