Simplified Acquisition procedures qualified firms to monitor, summarize
and evaluate the significance of a recently published R&D finding on
adverse health effects of Non-Ionizing Radiation (NIR). The Contractor
will use existing national databases on Electromagnetic Fields (EMF)
and Radio-Frequency Radiation (RFR) health effects posted on the WWW
and published literature. The contractor will be required to monitor,
interpret and report quarterly on EMF bioeffects literature and
specialized conference abstracts that are relevant to health and
environmental impacts of rail electrification or emerging rail
technologies and the health and environmental safety concerns
associated with the exposure to RFR, which includes microwave and
radio-frequency sources that apply to freight and passenger rail
transportation. Small Business firms classified under SIC Code 3812
that are interested in proposing on this requirement must demonstrate
to the Contracting Officer in writing no later than 15 days from the
date of publication that they: (1) have technical capabilities (2) have
evidence/examples of past performance on related technical requirements
(3) Management plan, staff qualification and labor mix. Request for
Quotation (RFQ) issuance date will be on or about June 25, 1997. A
single award will result from this solicitation. This notice is for
informational purposes for Minority, Women-Owned and disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Business and Disadvantaged Business Utilization (OSDBU), has
a program to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
