Library of Congress is seeking sources for Redesign of Copyright Mail
Operation Center. The outgoing functions and functions ancillary to
traditional mail room operations are being physically separated from
incoming mail, by the construction of a solid wall and secured access
doors. This security/efficiency redesign task is to conduct a through
review of all the mail center operations taking into account a new
space configuration. STEP 1 = Develop a project plan outlining the
steps to access the mail room operations based on security and
efficiency needs. The plan will describe the methodology used, and
identify milestones and deliverables. STEP 2 = On-site meetings with
management and staff to conduct an in-depth study of the mail room's
current organization, work flow, and equipment to determine the most
efficient use of existing staff, space and equipment. STEP 3 = Define
production efficiency methods, accountability and ways to improve mail
services within the office. STEP 4 = Prepare a planning document to
outline the steps necessary to complete the task. STEP 5 = Prepare a
draft and final assessment report identifying inefficiencies and
security issues within the mail operation center. The report will
describe the current work flow and why they should be changed. STEP 6
= Prepare a draft and final report that recommends changes in floor
plans, equipment placement, and personnel allocation and processes to
maximize efficiency using existing space, staff and equipment. The
report will contain detailed floor plan, work flow, and operating
guidelines with them methodologies for redesigning the operation.

experience and be well versed in mail room operation and security of
