part II of a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. Parts (i) though
(iv) were published in part I. (vii) CIF Delivery and acceptance at
Sheik and Pundi, 3/1 Banshall Street, Calcutta 70000, India, No later
than November 30, l997. (viii) FAR Provision 52.212-1, Instructions to
Offerors -- Commercial applies to this acquisition. (ix) The
evaluation procedure set forth in FAR 52.212-2, Evaluation --
Commercial Items." will be utilized. The provision, starting with the
second sentence, reads as follows: "The following factors, in
decreasing order of importance, shall be used to evaluate offers:
technical capability of the items offered to meet the Government
requirement, price, past performance in providing similar quantities of
similar goods to overseas locations. Technical and past performance
factors, when combined, will be equal to price. Technical score shall
be determined by examination of sample merchandise. All offerors must
submit one sample of all items (components of kits) offered with their
offers. All samples will be returned to offerors following examination
at offeror's expense. Past performance will be determined by checking
with references provided by offerors. Each offeror must provide
contacts -- name and fax or email numbers -- for customers for similar
overseas transactions during the past two years." (x) All offerors
must included with their offers a completed copy of FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items. (xi)
FAR clause 52.212-4 Contract Terms and Conditions -- Commercial Items
applies to this acquisition. (xii) FAR clause 52.212- 5, Contract Terms
and Conditions Required to Implement Statutes of Executive Orders --
Commercial Items, with the addition of FAR clauses 52.303-6, 52.203-10,
52.219-8, 52.219-9, 52.222-26, 52.222-35, 52.222-36, 52.222-37 and
52.247.64, is applicable to this solicitation. (xiii) The authorized
geographic code for this procurement is 941 (which excludes developed
countries other than the US). Only goods meeting the requirements of
AIDAR 752.225-70 (FEB 1997) which requires that goods conform to 22 CFR
Part 228, "Rules on Source, Origin and Nationality for Commodities and
Services Financed by USAID" will be considered for award. Please note
the following excerpts from 228.11. "(c)When the commodity being
purchased is a kit (e.g., scientific instrument, tools, or medical
supplies packaged as a single unit), the kit will be considered a
produced commodity." "(f) In order to be eligible for USAID financing,
when items are considered produced commodities under paragraphs (c),
(d), or (e) of this section, the total cost (to the system supplier) of
the commodities making up the kit, spare parts or system which were
manufactured in countries not included in the authorized geographic
code may not exceed 50 percent of the lowest price (not including ocean
transportation and marine insurance) at which the supplier makes the
final product available for export sale." Offerors will include in
their proposals the following statement "All goods offered will confirm
to the source/origin requirements of AIDAR 752.225-70 (FEB 1997) (xiv)
The closing date and time for the receipt of proposals is 1600
