Coast Guard intends to award and negotiate a contract with E.M.S.
Consultants, Inc., 2134 Espey Court, Suite 7, Crofton, MD 21114. E.M.S.
Consultants is the only known distributor of Automated Logic in
Maryland authorized to sell and install 20/20 equipment and its
components. The Coast Guard has a requirement for the purchase and
installation of Direct Digital Controls for the HVAC system in Building
85. The Direct Digital Controls System would enhance the existing 20/20
equipment manufactured by Automated Logic. This system is currently
installed on numerous buildings throughout the Coast Guard YARD> It is
the Government's belief that these items are only available from the
OEM, Automated Logic, 1283 Kennestone Circle, Marrietta, GA 30066.
Organizations having the expertise and required capabilities to provide
these items requested are invited to submit complete information
discussing such capabilities. Information furnished should include an
outline of previous experience and projects. Any interested
organization must submit appropriate data in duplicate within 15 days
of this announcement. No cost or pricing data is required. This is not
a solicitation. The Government does not intend to pay for information
solicited. This Notice is for information purposes for Minority,
Women-owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment, and performance bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
