Z -- PRESOLICITATION NOTICE FOR REPAIR PRIMARY ELECTRICAL DISTRIBUTION SYSTEM, P/N PJVY92201 SOL DAHA46-97-B-0001 POC MSG Harold Rowan or CPT Terry Mills, (304) 473-5216 The project consists of repairing/upgrading the existing primary electrical system located at the 167th Airlift Wing, WV Air National Guard Base, Eastern West Virginia Regional Airport-Shepherd Field, Martinsburg, West Virginia. The existing distribution system is predominately "overhead", but small sections of underground primary connected to several pad-mounted transformers do exist. The entire overhead system will be replaced with a new concrete encased underground system, incorporating pad mounted transformers, switchgear, etc. Communication lines utilizing existing electrical poles will be included in the project repair/upgrade. The existing 3 phase 4.2 KV primary distribution system will be upgraded to a 3 phase 12.47 KV basewide system, to include capacity for a 25% increase above existing demand loads. The contractor will furnish all materials, plant, labor, equipment and supervision necessary for completion of the work. The estimated construction cost is between $1,000,000 and $5,000,000 and the SIC is 1623 -- Power Line Construction. The Small Business size standard is $17.0 million. The tentative date for issuing the solicitation is on-or-about August 11 1997, or 15 days after the solicitation notice is published in the CBD. The tentative date for the pre-bid conference is on-or-about August 25, 1997 and bid opening on-or-about September 10,1997. Contract award will be on-or-about September 30, 1997. Contract completion time is 270 calendar days. There will be a non-refundable fee of $25.00 for plans and specifications. Checks made payable to U. S. Treasury must accompany requests for plans and specifications. Plans and specifications are reserved for general contractors only and may be obtained from the USPFO for West Virginia, ATTN: Contracting, 50 Armory Road, Buckhannon, WV 26201-2396 by written request, or be viewed at the Base Civil Engineer Office at the Air National Guard Base in Martinsburg, WV. Each requestor must identify their business size in their request (SM, SDB, SW/O, LB). The Solicitation Synopsis will be published in the CBD on-or-about July 28, 1997. This procurement is Unrestricted with Evaluation Preference for Small Disadvantaged Business in accordance with DFARS 252.219- 7008, Notice of Evaluation Preference for Small Disadvantaged Business Concerns -- Construction Acquisitions -- Test Program (Apr 1996) and all responsible sources may submit a bid which will be considered.
