EPA's Office of Research and Development, National Risk Management and Remediation Laboratory, Subsystem Protection and Remediation Division (ORD/NRMRL/SPRD) is seeking the services of a professionally established Serials Jobber to supply the Library's subscriptions for FY 98 (10/1/97 -- 9/30/98). A serials jobber is an intermediary vendor between journal publishers and the consumer, such as the Library. The jobber consolidates all the individual orders for subscriptions into one package and is generally able to offer a discount over the publisher's price. Publishers offer jobbers discounts, because the jobber serves the function of reducing paperwork to publishers. For this service to the publisher, discounts are offered to the jobbers, a portion of which may be passed on to the consumer. Jobbers are also responsible for filing claims for missing issues not received form the various sources. Offerors must be able to demonstrate a minimum of five (5) years of successful experience as a professional serials jobber. EPA intends to issue a request for a written quotation (RFQ). The period of performance will be 17 months. The anticipated award date for this simplified acquisition is 8/1/97. All responsible sources may submit a written quotation which will be considered by the Agency. Requests for the RFQ must be in writing. NO TELEPHONE REQUESTS WILL BE ACCEPTED.
