(VAMC), Minneapolis, MN intends to award a contract from this combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. Solicitation #RFQ-45-MN is
assigned as Request For Quotation (RFQ) and a written solicitation will
not be issued. This announcement constitutes the only solicitation;
solicitation documents and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-46. This
procurement is issued for full and open competition. SIC code is 7349
and the small business size standard is $12 million. 1. Provide all
labor and necessary material to install new hoisting ropes in eleven
(11) Dover electric traction passenger elevators in Banks A, B and C of
Bldg. 70, VAMC (11 elevators each with 5 hoist ropes of 320 feet each).
Provide each elevator with the required number and size of ropes to
ensure adequate traction for the range of loads with a factor of safety
not less than that required by ASME A17.1. Hoisting ropes shall be
special traction steel, preformed, conforming to Fed. Spec RR-W-410
with minimum nominal diameter of one-half inch. For machines located
overhead, 6 by 19 traction steel hoisting ropes may, at the
Contractor's option, be used in lieu of 8 by 19 construction. 2. Ends
of each hoisting rope shall be properly turned back, socketed with
babbit, and secured to the car and counerweight headers or dead end
hitch plates, with adjustable rope shackles having individual tapered
babbitted sockets; shackel hoisting ropes to allow adequate take up for
future cable stretch. 3. All hoisting ropes installed on any one
elevator shall be from the same identical factory run; in addition to
compliance with requirements of the ASME A17.1 code, the appropriate
handling, socketing and inspection procedure, outline in the
Inspector's Manual ASME A17.2 shall apply. 4. Provide guards where
hoisting ropes pass around sheaves on cars and counterweights. 5.
Attach a corrosion-resistant metal data tag to one hoisting rope
fastening of each elevator; tag shall bear data as required by ASME
A17.1 code. 6. Hoistway openings will be completely closed off from
public viewing at all times during the replacement of the ropes in each
elevator. 7. Contractor must provide own tools, equipment and
incidental materials for installation; perform daily general cleanup.
Complete all work within 30 calendar days of issuance of Award/Notice
to Proceed, exclusive of holidays, Monday through Friday, during normal
working hours from 8:00 a.m.to 4:30 p.m. Award will be for a firm
fixed-price contract, FOB destination with payment in arrears on
certified invoice. A pre-bid site walk is scheduled for June 24, 1997
at 9:00 a.m. local time. Meet at the Information Desk at the Visitor's
Entrance of Bldg. 70, VA Medical Center, One Veterans Drive,
Minneapolis, MN 55417. Failure to attend this pre-bid conference will
not relieve the successful Contractor from compliance with all
specifications, terms and conditions of resultant contract. The
following incorporated clauses and provisions are those in effect
through FAC 90-46 and are applicable to this acquisition: 52.212-1

Offerors must include a completed copy of the provision at 52.212-3
Offeror Representations and Certifications-Commercial Items, with
his/her offer. Original proposals shall be submitted on company
letterhead (or on Contracting Officer's preferred form SF-1449) to
