Command is seeking sources capable of designing and building a
Shipboard Antenna System (SAS) as part of the Global Broadcast Service
(GBS), a world-wide, high throughput broadcast (one-way) service of
data and video products supporting push and user pull paradigms. The
SAS will be a receive-only, shipboard satellite communications antenna
group operating at Ka and Ku-band frequencies. GBS is part of the
MILSATCOM architecture and extends the Defense Information
Infrastructure (DII). The SAS will automatically acquire and track
Ultra High Frequency Follow-On (UFO) and commercial satellites in a
geosynchronous orbits while subjected to environmental service
conditions, including ship motion. The SAS will amplify and translate
the received signals to an L-band intermediate frequency (IF) range,
and provide the IF signal to a Government-supplied integrated
receiver-decoder (IRD). The SAS will be integrated by a system
integration contractor with other equipment to form the Ship Receive
Suite (SRS). The SAS will be installed as either a single or dual
antenna configuration. Depot maintenance will be Contractor-provided.
Radar-cross section verification may be ordered as an option to the
GBS- SAS. FOB Destination. Anticipated contract type will be indefinite
delivery, indefinite quantity with time and material and cost plus
fixed fee provisions. This procurement is expected to emphasize
modifications to low cost, commercially available hardware and
software. The Standard Industrial Classification Code (SIC) is 3663.
Since Small Business (SB), Small Disadvantaged Business (SDB), and 8(a)
firms are a major concern of SPAWAR, all respondents shall indicate
their status as SB/SDB or 8(a), or the extent to which they could
include SB/SDB or 8(a) firms as a significant part of a resultant
procurement. Information in this regard shall include: (1) a list of
relevant SB/SDB or 8(a) firms, a brief description of how they might be
used, and (1) a list of hardware and specification functions considered
compatible with the capabilities of SB/SDB or 8(a) firms. Interested
firms are invited to submit two copies of qualifying information, not
exceeding ten pages, within ten days from the date of this publication.
Information submissions should include: (1) equipment warranty
provisions, (2) references to manufacturing, testing, environment
standards, (3) summaries of the company's capabilities and experience
in the design and manufacture of GBS-SAS, (4) capability to meeting
Government security clearance requirements, i.e. potential offerors
must possess a SECRET facility clearance at time of award, and (5) any
other qualifications pertinent to this proposed procurement. Submit
written responses to Commander, Space and Naval Warfare Systems

California 92152-5002. The draft contract specification document for
the planned procurement is available on the SPAWAR Bulletin Board for
information and comment. The file will be compressed by a shareware
program, EXE, and located on the Draft Procurement Files in Microsoft
Word Ver. 6.0 format. SPAWAR intends to use its electronic bulletin
board system (BBS) for pre-solicitation and for the issuance of any
resulting Request For Proposals (RFP). Interested firms may download
information concerning the GBS-SAS from the SPAWAR Bulletin Board
commencing on or about 10 June 1997. The SPAWAR electronic bulletin
board may be accessed from PC or MACINTOSH computers by calling (703)
602-9494. Comments will be accepted until ten (10) days after release
of the draft specification on the SPAWAR Bulletin Board. Comments
should be sent to the following point of contact by voice at (619)
524-2873 or via Internet at lamdagap@nosc.mil. Comments provided via
Internet should be in Microsoft Word Ver. 6.0. This is not a Request
For Proposal (RFP), nor does the Government intent to pay for the
information solicited. Proprietary data, when so designated, will be
