Protection Agency has a requirement for the evaluation and application
of air quality modeling techniques in support of national air pollution
control programs. The major work areas will be: (1) industrial source
air quality modeling; (2) regional air quality modeling; (3) urban
scale modeling of photoreactive pollutants; (4) the evaluation and
refinement of performance of air quality models, along with the
development of techniques to analyze/interpret model outputs and
incorporate model uncertainty into the regulatory process and (5)
preparation of emissions, meteorological and air quality information
through use of models for subsequent use in air quality dispersion
models, including prerequisite analyses of raw data to develop/evaluate
model inputs. EPA anticipates the award of a cost-plus-fixed-fee level
of effort contract for a total of 32,250 labor hours consisting of a
base requirement of 4,610 labor hours, and four twelve-month options of
4,610 labor hours each. In addition, the contract allows for Options to
Increase the Quantity for the base and four option periods by 1,840
labor hours in each period. This procurement is a total small business
set-aside and the SIC code number is 8999 with a size standard of $5M
in average annual receipts over the preceding three fiscal years. This
procurement is a follow-on to portions of contract numbers 68D30019
with Systems Applications Inc. and 68D30020 with Sonoma Technology,
Inc. The solicitation is expected to be issued approximately 6/18/97
and proposals will be due approximately 30 days after issuance of the
solicitation. The solicitation and amendments will be available via the
Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are
encouraged to access the solicitation and amendments via Internet. If
you will be obtaining a copy of the solicitation via Internet, it will
be your responsibility to frequently check the same site where the
solicitation is posted for any amendments. Firms who do not have the
capability to obtain the solicitation from Internet, may submit a
written request for a diskette with the solicitation in WordPerfect 6.1
format from the contact point at the address above; however, only those
firms who do NOT have the capability to obtain the solicitation from
the Internet should request a copy of the diskette. Diskettes will not
be sent to those firms who have Internet access. If you request a
diskette of the solicitation, you will receive amendments by mail,
unless you notify us otherwise. Telephone and fax requests will not be
honored. Only one copy shall be sent to a corporate entity, regardless
of the number of requests from one or more different geographic
locations. A copy of the preliminary source list will be issued to all
prospective offerors along with the solicitation. All responsible
