Shaw (703) 681-0632 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal IAW FAR 15. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Nr. 45, Jan 2, 1997. This procurement is open to all interested and qualified offerors. Interested offerors must request the specification sheet for the following demounted wall systems from the National Guard Bureau Contracting Office by faxing their request to 703-681-0669, Attn: Major Shaw. The Government seeks to purchase and have installed an initial estimated 3000 linear feet of demountable wall systems. Proposed systems shall at a minimum include the following features: (1) PARTITIONS. Panels shall be floor to ceiling, unitized, all steel or glass. Panels must be compatible with existing National Guard Bureau stock of Haworth Furniture System. Specification sheet containing fifteen (15) additional specifications must be requested prior to submission of proposal. Offerors are requested to format their proposals similar to the specification sheet format. Offerors are requested to submit unit prices and product information of their standard demounted wall products. Catalogs, product literature may be submitted with proposals. This agency intends to award a Requirements type contract for one basic year and four option years with performance throughout all National Guard Bureau occupied facilities; delivery dates and places will be identified by individual delivery orders. The following FAR clauses apply to this acquisition: 52.212-1, Instructions to Offerors Commercial; 52.212-4, Contract Terms and Conditions Commercial Items; Addenda to FAR 52.212-4 to subparagraph (j)(2) add the following: "Acceptance will be made upon installation IAW this solicitation and contract requirements. The Contractor shall provide a performance schedule for each requirement." Proposals should include a typical and standard performance schedule indicating requirement identification through production, delivery and installation. To subparagraph (o) add the following: "The Contractor shall expressly warrant any wall component piece for a minimum of 10 years. Replacement components, hardware or accessory pieces must be reasonably available for a minimum of 20 years." Contractors should provide extended warranty information and prices; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; 52.216-18, Ordering; 52.216-19, Order Limitations; 52.216-21, Requirements; 52.217-7, Option for Increased Quantity Separately Priced Line Item; 52.217-8, Option to Extend Services; 52.217-9, Option to Extend the Term of the Contract. The following factors in descending order of importance shall beused to evaluate offers IAW FAR 52.212-2, Evaluation. Technical capability and price will be evaluated based on life-cycle analysis; past performance will be evaluated based on data presented on recent and relevant contracts. The Government may require inspection of products at a prearranged site. Completed Offeror Representations and Certifications Commercial Items (FAR 52.212-3) must be included with the proposal.
