Standards & Technology has a requirement for a High Resolution
Inductively Coupled Plasma Mass Spectrometer and a Low Resolution
Inductively Coupled Plasma Mass Spectrometer. Performance and Physical
Specifications documents for both the high resolution and the low
resolution inductively coupled plasma spectrometer, which list all
salient characteristics are available and can be obtained via facsimile
by calling the POC listed above. Multiple awards may be made. Proposals
shall include the following Contract Line Items Numbers (CLIN) 0001 is
ONE EA. -Hi-Resolution Inductively Coupled Plasma Mass Spectrometer;
CLIN 0002 is ONE EA. -- Low Resolution Inductively Coupled Plasma Mass
Spectrometer; CLIN 0003 ONE LOT -- Training; CLIN 0004 -Optional CLIN
is ONE YR. Extended Warranty Coverage from the date the manufacturer's
warranty expires; CLIN 0005 -Optional CLIN is TWO YR. Service contract
following Warranty period. Proposals should also include all required
installation and a minimum 1 year manufacturer's warranty on the
equipment. Manufacturer's sales literature or other documentation shall
be provided in the proposals to show that offered product(s) meet or
exceed requirements as specified in the Performance and Physical
Specification documents referenced above. Delivery shall be FOB
Destination to NIST in Gaithersburg, MD. The required delivery date is
180 days from the date of contract award. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, proposals are being
requested and a written solicitation will not be issued. Solicitation
52SBNB7C1137 is issued as a request for proposals (RFP). This action is
unrestricted and is being issued using simplified acquisition
procedures, under the authority of the test program cited in FAR
subpart 13.6. The applicable Standard Industrial Classification Code is
3826, with a size standard of 500 employees. The Government will award
a contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. Offerors shall
comply with the provision at FAR 52.212-2 and submit a technical
description of the items being offered in sufficient detail to evaluate
compliance with the requirements in this solicitation. The following
factors will be used to evaluate proposals: (i) Instrument design
features. (ii) Instrument performance characteristics. (iii) Past
performance -- proposals should contain a list of three recent
customers for whom similar spectrometers have been delivered by the
contractor, who may be contacted as part of the past performance
evaluation. Please provide addresses and telephone numbers of contacts
from these sources. These evaluation factors are listed in descending
order of importance, with the first two factors being equal in points
and adding up to 80 percent of the total technical points, Factor
(iii) make up the remaining 20 points. Technical performance is
significantly more important than price. Offers shall include
appropriate product information and a statement of compatibility which
clearly documents that offered products meet or exceed the
specifications listed in the Performance and Physical Specification
documents referenced above. The clause at FAR 52.212-4, Contract Terms
and Conditions -- Commercial items, applies to this acquisition. Also
the clause at 52.212-5, Contract Terms & Conditions required to
implement Statutes or Executive Orders -- Commercial Items, applies to
this acquisition, including subparagraphs (1) 52.203-6 alternate I,
(2) 52.203-10, 52.215.34 -- Evaluation Of Offers for Multiple Awards
(6) 52.222-26, (7) 52.222-35, (8) 52.222-36, (9) 52.222-37, (10)
52.225-3, and (15) 52.225-9 (COMM DEV) and DOC AGENCY-LEVEL PROTEST
