One each Instantaneous frequency Measurement Device (IFM) and a 3 year
Warranty for the IFM. The IFM will be used to tune digitally
controlled agile oscillators during Sentinel tests. To accomplish this
task, the IFM shall be capable of continuously generating a digital
word representing the center frequency of its currently received RF
signal. This digital word shall contain a minimum of 12 bits and shall
be output over an RS-232 or RS-422 interface operating at at least
38400 baud. The IFM shall process signals over an input frequency range
of 8.0 to 12.0 Ghz and pulse widths ranging from 500 nanosec to CW. It
shall report the center frequency of a received RF signal with an
accuracy of +- 1.5 MHZ RMS. The IFM shall correctly process signals
with power levels ranging from -40.0 to +5.0 dBM. The IFM shall have a
maximum probability of false alarm (Pfa) of 5 per second where a false
alarm is defined as the generation of the digital output word in the
absence of a valid signal. Given this Pfa, the IFM shall achieve a
mimimum probability of detection of 0.99 for a signal with a 6 dB
signal to noise ratio (SNR) where a detection is defined as the
generation of a correct digital output word in the presence of a valid
signal. The IFM shall process and generate a digital output word
within no more than 500 nanosec of beginning to receive a valid signal.
Once a valid signal terminates, the IFM shall be ready to process a new
valid signal within no more than 250 nanosec. The IFM shall have an RF
input VSWR not exceeding 2.0:1 across the full input frequency range
defined above. The IFM shall be delivered with a user's manual. At a
minimum, this manual shall cover operation of the IFM, destructive
signal levels, and interfacting to the IFM. The tests involving the IFM
will be open loop outdoor tests. In light of this the IFM shall meet
the following environmental specifications. The IFM shall meet all
operating specifications defined above over a temperature range of +32
to +100 degrees F while sitting in direct sunlight. The IFM shall meet
all operating specifications defined above for non-precipitating
humidity levels ranging from 0 to 99 percent. Additionally due to the
schedule driven nature of test programs, the IFM shall have a 3 year
warranty. This warranty shall start on the date of acceptance of the
IFM by the Government. The warranty shall cover all parts, labor, or
return shipping to the Government. The IFM and the warranty shall be
priced separately. All responsible sources may submit a bid, proposal,
