POC Tina Phillips, Contract Specialist, 610-595-0626. Work will require
an Architect-Engineer (A-E)/Engineering Services (ES) firm to provide
surveillance and inspection of construction projects at various
locations within the States of RI, CT, and MA, and make recommendations
upon which the Resident Officer in Charge of Construction (ROICC) bases
his acceptance of the work. Construction projects include repair,
alteration and new construction type projects. Projects include all
types of roofing systems including copper, slate and built-up roofing,
painting of elevated structures, removal and replacement of
underground fuel oil tanks, massive concrete and heavily reinforced
concrete walls and slabs, shallow and deep foundations,
asphalt/concrete paving, various site work and utilities, medium and
low voltage power distribution systems, and HVAC and plumbing systems.
The possibility of hazardous materials, i.e, asbestos, lead paint,
PCB, may exist at various sites. The A-E/ES firm will be required to
conduct hazardous material removal surveys, including various field/lab
testing and sampling as required. All hazardous material licenses
and/or accreditation necessary for the locality of the project site are
required by the A-E/ES firm or their subcontractor. These services
contain no authority to direct the construction contractor in any way.
The ROICC will be responsible for and execute signature upon all
correspondence and specific directives to the contractor. The A-E/ES
firm shall provide qualified personnel experienced in building
inspection, construction, estimating, and scheduling. Qualified
inspection personnel shall be capable of reading construction contract
drawings and specifications and express themselves both orally and in
writing; must have a knowledge of building and construction crafts;
and the ability to assess means and methods and equipment costs for
contract modifications involving various types of construction,
investigating differing site conditions, and evaluating potential
changes to the construction contract. Short term on-site speciality
inspectors shall have knowledge in one or more of the folloinwg: HVAC
systems, roofing systems, drainage, utilities, power distribution
systems both low and medium voltage, removal and disposal of hazardous
materials, RF shielded enclosures, and blast-proof enclosures. A
minimum of three years building construction experience is required.
Contract award is contingent upon availability of funds. The selected
A/E firm for this contract will be required to provide overhead,
profit, and discipline hourly rates initially to the Contracting
Officer within 7 days after receiving the Request for Proposal. The
selected firm will also be required to participate in an orientation
and site visit meeting within seven days of notification and provide a
fee proposal within 10 days after that meeting. SIGNIFICANT EVALUATION
FACTORS (IN ORDER OF IMPORTANCE): 1. SPECIALIZED EXPERIENCE: (Principal
Inspector) Recent experience of personnel in inspecting: (a) Repair,
alteration, and construction projects; (b) Projects designed to
Department of Defense/Federal criteria, including projects
incorporating Construction Quality Control (CQC) provisions; (c)
Familiarity with (1) Construction scheduling, including automated
software such as "Primavera" and (2) Using cost control procedures.
(Specialized Inspector) Specialized recent experience of the short term
on-site inspector in inspecting one or more of the following areas: (a)
Boiler repair, renovation and alteration; (b) Projects containing RF
shielded enclosures; (c) Blast-proof enclosures; (d) Projects involving
asbestos, lead paint, and other hazardous materials; (e) Various
roofing systems; (f) Drainage, and utilities; and (g) Power
distribution systems both low and medium voltage. 2. PROFESSIONAL
QUALIFICATIONS: (a) Technical competence of individual staff members
and the A-E/ES firm in providing complete surveillance and inspection
services; (b) Demonstrated capabilties in sustained acomplishment of
work within established time limits for multiple and simultaneous
delivery orders. 3. CAPACITY: Ability to provide services at multiple
sites and sustain loss of key personnel while accomplishing inspection
services. 4. PAST PERFORMANCE: Past Performance ratings of government
agencies and private industry on contracts in terms of (a) experience
with Department of Defense contracts, and (b) familiarity with
Department of the Navy, Naval Facilities Engineering Command. 5.
LOCATION: Location of the firm in the general geographical area of the
projects and knowledge of the locality of the project; provided, that
application of this criterion leaves an appropriate number of highly
qualified firms, given the nature and size of the projects. 6.
SUBCONTRACTOR UTILIZATION: Use of small business, small disadvantaged
business, or women owned firms as primary consultants or
subconsultants. 7. VOLUME: Volume of work previously awarded to the
firm by the Department of Defense within the past twelve months. Type
of Contract: Indefinite Quantity Contract/Firm Fixed Price Task Order.
Estimated Start Date: September 1997. The total contract amount will
not exceed $500,000 for the entire contract term (including option
years). The duration of the contract will be for the period of one year
from the date of an initial contract award, with options for four
additional years. The minimum guarantee for each option year will be
$5,000. The options may be exercised within the time-frame specified in
the resultant contract at the sole discretion of the Government subject
to workload and/or satisfaction of A/E performance under the subject
contract. THE PROPOSED CONTRACT IS BEING SOLICITED ON AN UNRESTRICTED
BASIS, THEREFORE REPLIES TO THIS NOTICE ARE REQUESTED FROM ALL BUSINESS
CONCERNS. A/E firms which meet the requirements described in this
announcement are invited to submit one copy each of completed Standard
Forms 254 and 255 to the office shown above. Block 10 of the Standard
Form 255 will summarize how the firm meets the stated evaluation
criteria for this contract. Firm's must identify the individual
proposed to be the direct contact with Northern Division throughout the
contract work as "Project Manager". Firms responding to this
announcement by 4:00 p.m. on 14 July 1997 will be considered. Late
responses wil be handled in accordance with FAR 52.215.10. NEITHER
