Services are required to provide professional engineering design
services for installation of new roofs on Buildings #1,4,9,13 and 14 on
the site of the VA Pittsburgh Healthcare System, 7180 Highland Drive,
Pittsburgh, PA., 15206. Architect Engineer shall have on staff or
retain a Certified Industrial Hygienist (CIH) for this project. This
design shall be done in accordance with NFPA and all applicable code.
Design shall also be in accordance with VA guidelines and master
specifications. Architect Engineer shall have knowledge of roofing
materials available and is required to have prior knowledge and
experience in projects of this size, nature and cost. A/E shall have
experience in the design of healthcare facilities and be responsible
for performing a complete site survey to evaluate the existing
condition of the roofs. A/E shall review the roofs and the facilities
needs with the VA Engineering Staff and is required to have the
knowledge to offer the VA different options thatmay be available. A/E
shall provide coordination, review and consultation services thru the
completion of the entire project. During design development, the A/E
shall review the existing VA as-built information and prepare complete
drawings. Architectural, Mechanical and Electrical drawings shall
clearly note impact on or changes to existing building systems and
utilities. A/E shall attend design review meetings at the VA Pittsburgh
Highland Drive Healthcare System when necessary to provide consultation
on questions asked by the VA. A/E shall submit a report with
recommendations/options for replacement complete with cost options. A/E
shall be required to prepare schematics, design development,
construction documents and contract specifications. The A/E review
submissions shall be in accordance with the VA Handbook H-08-15.
Drawings shall be done using autocad release 12. The VA has
architectural floor plan drawings done in autocad 12 on 3.5 inch disks
for Buildings #1,2,4,5,6,7,8,9,10,11,12,13,14,15,16,23 and 32 and a
site plan. This information will be provided to the Architect Engineer.
The A/E shall develop construction phasing requirements to insure
safety to patients, staff and visitors and to provide the most
efficient plan for construction that is minimal disruption for the
healthcare system operations. The A/E shall prepare a complete set of
drawings, including notes, details, legends, location of equipment,
etc., for construction documents. A/E shall review and include all
applicable specification sections from the VA indicated phasing plan.
Construction period services require that the A/E shall review all
contractor submitted information required by contract language and
review shop drawings, technical data, cost proposals, RFI's and phasing
revisions and submit comments to the VA Project Engineer. A/E shall
provide cost estimates, necessary sketches and language for Add/Credit
changes to the construction contract. Provide coordination, review and
consultation services thru the completion of the entire project to the
project engineer. A/E shall witness acceptance tests where required,
perform interim site visits/inspections with the VA Project Engineer to
insure all work is being completed in accordance with the contract
requirements. A/E shall furnish site visit reports to the VA Project
Engineer and perform a final inspection which shall include a punchlist
in both hard copy and 3.5 inch disk format. Engineering field services
shall include field investigation, design, preparation of contract
drawings and specifications, construction cost estimate, construction
period services as the owner's technical representative. A/E shall
provide 50 sets of contract documents and provide reproducible vellum
drawings for the VA upon the start-up of construction. As-built
drawings shall be provided to the VA by the A/E and shall contain
accurate as-built drawings on 3.5 inch discs in autocad release 12 and
one complete set of mylar as-builts. A/E shall provide to the VA
design reviews of 50 percent 45 calendar days after award, 75 percent
30 calendar days after the fifty percent review and 100 percent 45
calendar days after the seventy five percent review. Comments/design
review documents shall include drawings and specifications.
Specifications shall be hard copy and soft copy on a 3.5 inch disk in
word perfect 5.1. Estimated cost of construction is between
$1,000,000.00 and $5,000,000.00. Area of consideration is within 75
miles of the VA Pittsburgh Healthcare System, 7180 Highland Drive,
Pittsburgh, PA., 15206. Firms desiring consideration shall submit
current SF-254 and SF-255 forms to the Contracting Officer no later
than close of business on 7/15/97. Standard Industrial Classification
Code for this acquisition is 8712. Small business size standard is 2.5
million. This is not a request for proposal. This acquisition is
