Palmer, Ph: (202) 267-2489 The Coast Guard, on behalf of the Ship
Structure Committee, has a research and development requirement to
develop a predictive methodology for evaluating residual stress and
distortion in ship structures. This methodology will be used to
mitigate residual stress and distortion problems due to welding
fabrication. A firm fixed price contract will be awarded. The contract
performance period will be approximately 450 days. It is anticipated
that the solicitation will be issued on or about 30 July 1997. Your
request for a copy of the solicitation must be received in writing
within 30 calendar days from the date of publication of the notice.
Sources should represent themselves as a small or large business, as
defined by SIC Code 8733, Noncommercial Research Organizations, with a
size standard of $5.0 million dollars average annual receipts. Based
upon information a vailable at the printing of this notice, a small
business set-aside is not anticipated for this research and development
project. However, smallbusiness sources who feel they can fulfill the
above requirement are requested to submit a written statement of
capability (SOC). this SOC shall address the items set forth in NOTE
25. No other notice will be published until award is made. This notice
is for information purposes for Minority, Women-Owned and
Disadvantaged Business Enterprises: The Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
