The U.S. Coast Guard, on behalf of the Ship Structure Committee, has a research and development requirement to develop an innovative method to nondestructively evaluate the fatigue and fracture properties of in-service ship structures so that a remaining life evaluation can be performed. A firm fixed price contract will be awarded. The contract performance period will be approximately 450 calendar days. It is anticipated that the solicitation will be issued on or about July 30, 1997. Your request for a copy of the solicitation must be received in writing within 30 calendar days from the date of publication of this notice. Sources should represent themselves as a small or large business, as defined by SIC Code 8733, Noncommercial research Organizations, with a size standard of $5.0 million dollars average annual receipts. Based upon information available at the printing of this notice, a small business set-aside is not anticipated for this research and development project. However, small business sources who feel they can fulfill the above requirement are requested to submit a written statement of capability (SOC). This SOC shall address the items set forth in Note 25.
