771-4807. Professional land surveying services are required for
cadastral surveys, mineral surveys, right-of-way surveys, land
information system control surveys, and site surveys. Work may include
control survey, corner monumentation, marking and posting, records and
reports, corner maintenance, corner search, computer aided drafting,
and land information database entry. Contract time will be determined
when task orders are issued. This notice is for multiyear, multi-award,
indefinite-quantity contracts. The three top ranked firms will be
selected for award. When projects become available task orders will be
issued. Each contract will have a minimum of $8,000.00, an estimate of
$20,000.00, and a maximum of $50,000.00 over a three year contract
period. Orders may be issued from award date through September 3, 2000.
Qualified firms interested in providing professional surveying services
of the type listed above are hereby invited to submit Standard Form 254
(if a current SF 254 is not on file with the Prescott National Forest,
Prescott, Arizona) and Standard Form 255. The criteria set forth in
the FAR 36.602-1 will be used in conjunction with the specialized
selection criteria to assess your firm's qualifications for this
project. Selection of firms for negotiation shall be through an order
of preference based on the following criteria: (1) Specialized
experience and technical competence in the type of work required, with
primary emphasis on cadastral surveys and national forest boundary
surveys. (2) Location in the general geographical area of the project
and knowledge of the locality of the project, the majority of projects
are anticipated to be of small scale and of short duration. (3)
Professional qualifications necessary for satisfactory performance of
required services, i.e., licensed as a Registered Land Surveyor in the
State of Arizona, (4) Capacity; (a) with respect to the ability to
respond on notice of five weeks for projects of estimated short
duration (one week), (b) with respect to the firm's ability toprovide
computer-assisted drafting, and (c) with respect to the firm's ability
to provide measurement data linked to the local control datum. (5)
Past performance on contracts with Government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules. (6) The ability of the firm to cooperatively
perform work with Forest personnel in order to maximize available
funding. This may take the form of field survey, measurement
computations, computer aided drafting, or database entry. (7) The
volume of work previously awarded by the Forest Service will be
evaluated with the objective of effecting an equitable distribution of
contracts among the highest qualified firms. As part of the
evaluation, firms should demonstrate under the appropriate criteria the
following: 1. Equipment, expertise and methodology proposed for similar
projects and 2. Cadastral survey experience of the Registered Land
Surveyor (RLS) in responsible charge. In addition, submit two examples
of boundary survey plats which show work performed on different public
land survey system land descriptions, primarily mineral surveys. Submit
forms to the Contracting Officer, Prescott National Forest, 344 South
