Institute of Standards and Technology (NIST) intends to acquire the
services of a contractor to serve as the NIST Standards Representative
(SR) in India. The contractor shall develop and maintain professional
contact with, but not limited to: 1) The US business community and all
its organizations in India including the US India Chamber of Commerce;
2) The US embassy office of the Commercial Counselor and Office of
Science and Technology; 3) The Director of the National Physical
Laboratory; 4) The Bureau of Indian Standards; and 5) Department of
Science and Technology and other India government authorities. The
contractor shall also, but is not limited to: 1) Make arrangements to
obtain from the authorities and other resources, all available
information on rules, regulations and practices affecting the import of
merchandise from the United States into India; 2) Collect and report
information concerning technical barriers to trade; 3) Interface with
the Government of India and private sectorofficials in support of
collaborative standards-related activities; 4) Advise in the selection
of India staff for NIST-sponsored seminars in India or training on the
US; 5) Accompany India trainees to US, as required; 6) Provide an
office to include a secretary working 35 hours a week and an e-mail
connection; 7) Maintain a daily log and an extensive contract database
and provide copies to NIST; 8) Prepare and submit monthly activity
reports based on the daily log and immediately update fast-breaking
standards-related activities; and 9) Prepare and submit quarterly
reports summarizing standards-related activities and developments. The
period of performance is anticipated to be for a base year and two
option years. All responsible sources may submit a proposal which shall
be considered. Only written requests for copies of the solicitation
