materials and services necessary for the construction of making
pavement/drainage repairs and improvements at the U. S. Coast Guard
Reserve Training Center, Yorktown, Virginia. The work includes, but is
not limited to repairing and improving existing roadways/pavements,
stormwater systems, site drainage, erosion problems and incidental
related work. All work shall be accomplished in accordance with
Specification No. DTCG47-97-B-3EFK12 (PROJECT 5065) and Drawing No.
1-0225(sheets 1-7). All work shall be completed within 100 calendar
days after Notice to Proceed. Plans (half-size), specifications, and
all necessary bid documents will be available 23 JUNE 1997 and may be
obtained by submitting a check in the amount of $10.00 per set
(non-refundable) made payable to the U. S. Coast Guard. To receive a

DTCG47-97-B-3EFK12 is 24 JULY 1997 at 2:00 p.m. in Norfolk, VA.
Estimated construction cost is between $250,000.00 and $500,000.00. The
solicitation is unrestricted IAW the Small Business Competitiveness
Demonstration Program. For Minority, Women-owned and Disadvantage
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum lineof credit is
