Felski, 303/966-3334 Kaiser-Hill Company, L.L.C., the Intergrating
Management Contractor at the U.S. Department of Energy's, Rocky Flats
Environmental Technology Site, Golden, Colorado intends to negotiate a
sole source subcontract with Radian International for continuation of
technical services required to sustain site compliance with air
quality management regulations originating from the Federal Clean Air
Act (CAA) and the Department of Energy Orders. The purpose of this
announcement is to determine if there are any other interested and
qualified parties. Solicitations resulting from this announcement are
not subject to Federal Acquisition Regulation (FAR) Part 6. Interested
parties may respond by submitting their Statement of Qualification to
Darline S. Felski at fax 303/966-8350 by 12:00 P.M. M.S.T. June 10,
1997. The scope of technical services requires technical support with
demonstrated capability and expertise in the following areas: (1) Code
of Federal Regulations (CFR) Title 40, Part 61, Subpart A and H
requirements including referenced technical requirements; (2) Colorado
Air Statute and Code of Colorado Regulations (CCR) Title V, Part 1001
2-19 to include air emission inventories, construction permits, and
CAA Title V operating permits; (3) modeling technologies to include
input dataset parameters, interpretation of output data, and resolving
model specific limitations for a variety of dispersion models
including Clean Air Act Assessment Package (CAP) 1998 and Fugitive Dust
Model (FDM); (4) meteorology of the Colorado Rocky Flats foothills
region and how it compares to the meteorology of the Platte River
Basin; (5) particulate air monitoring systems and related databases in
order to interpret size fractionated data as related to radionuclide
dose and other environmental impacts; (6) Colorado 5 CCR 1001-19 and 40
CFR 82 as well as DOE and Federal Executive Orders pertaining to ozone
depleting substances phaseout and recycling; (7) evaluation of
emissions and impacts from Comprehensive Environmental Response,
Compensation, and Liability Act (CERCLA) -- driven projects involving
radiological contamination; and (8) evaluation of emissions and impacts
from deactivation and demolition of radiologically contaminated
equipment and buildings. Interested parties submitting responses to
this announcement shall provide an abstract of no more than five (5)
pages, executed by an authorized company representative, certifying to
its sole capabilities in each of the listed areas of expertise.
Abstract shall also provide specific project information demonstrating
the parties capabilities, experience, and expertise in each of the (8)
areas listed above. As solely determined by the contractor, the
omission or failure to correctly and satisfactorily respond or certify
to capabilities in each area as required above may result in the
interested parties elimination from further consideration. This is not
a request for proposal, however, all responses received before 12:00
P.M. M.S.T. June 10, 1997, meeting the above requirements will be
