The U.S. Army Construction Engineering Research Laboratories (USACERL)
requires services to develop the curriculum and presentation materials
for a basic Heating Ventilation and Air Conditioning (HVAC)
Fundamentals course, suitable for teaching a forty (40) hour, high
quality overview course on HVAC control systems fundamentals to both
HVAC engineers and HVAC maintenance technicians; and to evaluate
lighting energy savings realized from several Federal Energy Management
Program (FEMP) lighting retrofit projects at various Army
installations. The USACERL Contracts Office intends to award a firm
fixed-price purchase order through simplified acquisition procedures.
Request for Quotation number DACA88-97-Q-0223 will be issued on or
about 20 June 1997 with a required closing date of 07 July 1997. This
proposed purchase order is being considered as a 100 percent set-aside
for historically black colleges and universities (HBCUs) and minority
institutions (MI), as defined by the clause at 252.226-7000 of the
Defense Federal Acquisition Regulation Supplement. Interested HBCUs and
MIs should provide the USACERL Contracting Office as early as possible,
but not later than fifteen (15) days after this notice, a positive
statement of their eligibility as an HBCU or MI, accompanied by a
written request for this RFQ. The written requests shall be addressed
to USACERL, Attn: Dena Lawrence/CTS, Post Office Box 9005, Champaign,
Illinois 61826-9005. Requests for this RFQ may also be submitted by
facsimile at (217)373-6773. There will be no telephone requests
