Steenbergen, Contracting Officer. This synopsis is published pursuant
to the requirement of Federal Acquisition Regulation 5.201. The U.S.
Department of Labor, Employment and Training Administration (DOL/ETA)
intends to award on a sole source basis a 4.5 year extension to
contract no. K-4279-3-00-80-30, Net Impact Evaluation of Job Corps. The
incumbent contractor is Mathematica Policy Research, Inc. The extension
includes the following tasks: 1) A follow-up interview at 48 months
after random assignment; 2) Basic skills testing in conjunction with
the currently planned 30 month interview; and 3) Collection of
Unemployment Insurance wage records to extend the current follow-up
period. DOL/ETA is seeking qualified sources to complete the follow-up
period through 48 months and provide data on additional outcomes to
supplement and extend the current analysis performed by the incumbent
contractor. Interested qualified sources are invited to submit a
Statement of Capability (SOC), not-to-exceed 10 pages in length within
fifteen days of this publication. The SOC should demonstrate the
interested source's experience in locating economically disadvantaged
young people nationwide and conducting mixed-mode -- telephone and
in-person -- interviews with them. The sources' also need experience in
econometric analyses of the impacts of employment and training programs
-- specifically analyses based on random assignment designs, experience
in working with States to access their Unemployment Insurance wage
records, and experience in conducting snd scoring tests of literacy and
analyzing the results. No solicitation document exists. Responses to
this synopsis must be in writing, no telephonic inquiries will be
accepted. Responses must include the SOC and must reference both the

based on any offer or proposal received in response to this notice.
