This market survey is being conducted to identify firms interested in
providing engineering safety support services for the 45th and 30th
Space Wings. The contract will provide operational safety engineering
support and oversight for hazardous and safety critical space launch
operations including, but not limited to, ordnance; solid and liquid
propellants; cryogens; radiological materials and other sources of
radiation; high pressure gases; transport of hazardous materials;
installation and test of launch vehicle Flight Termination Systems
(FTS); validation and inspection of ordnance checkout equipment, fire
suppression systems and other hazardous systems/subsystems. The
contract will also provide safety engineering technical support;
engineering analysis of systems; hazardous operations procedure
reviews; operations safety specific inspections and on-site visits of
ordnance/munitions facilities and operating locations; safety support
for launch countdown operations including mishap and catastrophic event
contingencies. Offerors must possess and demonstrate a broad knowledge
of safety engineering specific skills that include the analysis,
identification, and mitigation of hazards associated with numerous
systems employed in the space lift industry. These systems include, but
are not limited to, safety critical material handling equipment used on
the Eastern and Western ranges; acoustic hazards; non-ionizing
radiation including RF and LASER operations; ionizing radiation
operations; hazardous materials handling operations; high pressure gas
systems; cryogenic systems; hypergol systems and operations for space
lift; ordnance systems with emphasis on space applications; solid and
liquid propellant systems; and electrical hazards. Offerors must also
demonstrate the capability to provide real-time safety critical
support, including on-call capability, for 24-hour mission-critical
operations, and disaster preparedness contingencies. Proposed contract
type is a combination of IDIQ (indefinite delivery/indefinite
quantity) and FPAF (Fixed-price-award-fee). A basic contract period of
Jan-Sep 98 with 2 one-year option periods is contemplated. Clearances
at the Secret level are required and contractor must have the
capability to acquire Top Secret level. The applicable SIC code and
size standard are 8731/1000 employees. Conflict of interest rules may
apply which would prohibit participation in related acquisitions. Firms
responding to this survey must (1) state whether they are a small or
large business based on the size standard above; (2) indicate if a
small disadvantaged or woman-owned business, 8(a) firm, or a
historically black college or university or minority institution
(HBCU/MI); (3) provide experience in the form of an outline of previous
projects for specific space lift safety relevant work completed or
currently being performed of equivalent magnitude including contract
numbers, description of the work, points of contact and phone numbers;
specific experience of personnel identified to perform the work
including professional qualifications/certificates (i.e., Professional
Engineer (PE), Certified Safety Professional (CSP), Explosive Ordnance
Disposal (EOD) training, etc.); and (4) any other pertinent information
which would enable the government to assess a firm's capabilities.
Because the government reserves the right to set this acquisition aside
for small businesses, 8(a) firms, or HBCUs/MIs based on the responses
received, it is imperative that firms respond with the required
information so that capabilities can be evaluated accurately. Complete
responses must be received by the government prior to COB on 17 Jun
97. Firms who state an interest in subcontracting opportunities and
