No proposals or capability statements are sought or will be considered for this procurement. The Nuclear Regulatory Commission (NRC) is negotiating a noncompetitive contract with Southwest Research Institute (SwRI) for the placement of this environmental impact statement work at the Center for Nuclear Waste Regulatory Analyses (CNWRA), a division of SwRI and the NRC's Federally Funded Research and Development Center (FFRDC). The work will involve technical assistance to the NRC in the review of an Environmental Report submitted by the Department of Energy and to prepare an environmental impact statement for the proposed licensing action. The proposed period of performance is approximately sixteen months. This action is being negotiated on a noncompetitive basis with SwRI to maintain essential capabilities at the CNWRA (See FAR 6.302-3(b)(2)). It has been determined that this work falls within the CNWRA's areas of special competencies. (0154)
