Supply Service-Washington, on behalf of the Office of the Assistant
Secretary of Defense for Strategy and Requirements, Office of
Humanitarian Assistance intends to procure services for the production
of two manuals addressing the needs of victims suffering from
anti-personnel landmine injuries and natural or manmade disasters. The
first manual shall address the acute and chronic care requirements for
the traumatic amputee. The second manual shall address the early
diagnosis, treatment and rehabilitation of the traumatic brain injury
patient. These manuals must achieve broad acceptance and distribution
across all regions of the world. Consequently, these manuals must be
developed and distributed in coordination with the World Health
Organization Rehabilitation Unit's protocol standards for Community
Based Rehabilitation project manuals. It is the governments intent to
negotiate on a sole source basis a contract for a base and one option
period with Moss Rehabilitation's Hospital, 1200 West Tabor Rd,
Philadelphia, PA 19141-3099. This synopsis is a notice of intent, and
should not be considered a Request for Proposal (RFP). No solicitation
document exists and requests for such will not be considered. However,
if a response is received that meets the requirement and analysis
indicates a competitive acquisition would be more advantageous to the
Government, a formal solicitation may be more advantageous to the
Government, a formal solicitation may be issued. Prospective
contractors must respond to this notice in writing fifteen (15)
calendar days after publication of this notice. In the event that no
potential source responds with clear and convincing evidence
documentation the ability to satisfy this requirement, an award will be
conducted with Moss Rehabilitation's Hospital. NO TELEPHONIC
