SPECIAL NOTICE NOTICE OF FACNET IMPLEMENTATION- The Social Security Administration, Office of Acquisition and Grants, located in Baltimore, Md. will be implementing the second phase of its electronic commerce initiative beginning on June 16, 1997. SSAs contractors of record have previously been notified via letter of this planned implementation. During this phase, SSA will designate a portion of its information technology acquisitions to be conducted solely via FACNET (the Federal Acquisition Computer Network). SSA will issue public Requests for Quotes, receive quotes from vendors, issue Purchase Orders, and (optionally) receive Invoices via FACNET, utilizing the American National Standards Institute (ANSI) X12 protocol and the Federal Implementation Conventions version 3040FED EDI transaction sets. All phases of each acquisition will be conducted entirely via FACNET, unless the contracting officer determines, on a case by case basis, that utilizing other methods for all or part of each acquisition is advantageous tothe government. In accordance with FAR 4.503, any contractor desiring to conduct electronic commerce with the Federal Government must provide registration information to the Central Contractor Registration (CCR) system. Information on registration is available on the Internet at http://ccr.edi.disa.mil, or by calling (800) EDI-3414. Contractors responding to SSA FACNET solicitations must be registered with CCR and agree to the terms and conditions therein, and quotes from non-registered vendors will not be accepted or acknowledged. All quotes in response to SSA FACNET solicitations must be provided via FACNET, and quotes received via other methods will not be accepted or acknowledged. Awards will be issued via FACNET. SSA encourages contractors, at their option, to submit Invoices via FACNET. In accordance with FAR 13.105, all SSA FACNET acquisitions will be reserved exclusively for small business concerns and shall be set aside in accordance with Subpart 19.5. Contractors responding to SSA Request for Quotes via FACNET shall comply with the following procedures: 1) All or None -- the contractor must quote on all line items, and partial quotes will not be accepted. If an item is included as part of another item, such as a package or bundled system, an amount of $00.00 shall be entered for the included item. 2) Each line item on the RFQ must be included on the Quote in the same sequence and with the same line item numbers. 3) Price quotes should include any applicable discount, except the prompt payment discount, which should be included in segment ITD 03/05/07. 4) Transportation -- All shipments shall be FOB Destination, with transportation charges included in the price of the item(s).
