proposals from private firms, universities, or PVO'S to provide
technical services to help the Mission and its partners (GRM, PVO/NGO,
Malian communities) meet defined performance measures necessary to
achievement of the "Youth" SO. Again, efforts will focus on assuring
quality and capacity of Malian institutions (executive and elected
government officials, especially at decentralized levels, private
commercial sector, PVO/NGOs, community organizations and communities,
etc.) to provide technical services to youth aged 0-24 years in child
survival, reproductive health (including STI/HIV/AIDS awareness), basic
education, and adolescent/young adult skills development. The technical
services required are expected to include but not be limited
necessarily to: provision of short-term and long-term technical
assistance (TA), provision of in-country and possibly third-country
training, management of sub-contracts, administration of necessary
commodity procurement and/or logistics, including logistics for
contraceptives provided separately by USAID central procurement, and
all necessary administrative, financial and logistic support necessary
to the achievement of performance measures in the contemplated
contract. A five-year cost-plus-award fee type contract is expected to
be awarded based upon the criteria set forth in the RFP, which shall
include an evaluation of the Offeror's past performance. To help
identify potential subcontractors, a list of all organizations
requesting a copy of the RFP will be sent with this RFP. Organizations
are encouraged to indicate whether they are disadvantaged enterprises
when requesting the solicitation and may indicate that they do not
wish to be included on the list. By providing the list, USAID does not
endorse the listed organizations as being capable of carrying out the
activity, nor does USAID verify the claimed status of the
organizations. Necessarily, the list will contain the names of only
those organizations known prior to the issuance of the solicitation
document. Proposals shall include a Subcontracting Plan in accordance
with FAR Part 19.704. A Pre-procurement conference will be held on July

related to this notice and requests for a copy of the RFP must be
addressed in writing or by fax to the contracting officer at the
address stated above. Specify the RFP requested, and include your
complete firm name, street address, phone and fax no. No telephone
requests will be honored. The issuance date of the RFP is expected to
be approximately fifteen (15) days from the date of publication of this
notice. The closing date for submission of proposals will be
approximately fourty five (45) days from the actual issuance date, and
will be specified in the RFP. The preferred method of distribution of
USAID procurement information is via the internet or by request of a
solicitation on a 3.5" floppy disk (Wordperfect 5.1/5.2 format). This
