The United States Agency for International Development (USAID) in Mozambique plans to issue a Request for Applications (RFA) requesting assistance to achieve the objective of strengthening democratic institutions and processes at the local level. The purpose is to enhance the participation of Mozambicans in the local development process and improve the capacity of district government to respond to the needs of citizens, in 5 districts. Districts tentatively identified include Morrumbula, Mocuba, and Ile in Zambezia, Mutarara in Tete, and Caia in Sofala. Offerors are invited to propose alternate sites. The activities would begin in mid-1997 and end two years later. A Request for Applications will be issued no earlier than ten (10) days from the date of publication of this notice. The deadline for receipt of Concept Papers will be approximately thirty (30) days after the date of RFA issuance. All responsible sources may submit an application which will be considered by USAID/Mozambique. The solicitation for this requirement is expected to result in the award of a cooperative agreement. The preferred method of distribution of USAID procurement information is via the Internet or by request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2 format). Receipt of this RFA through INTERNET must be confirmed by written notification to the contact person noted above.
