The United States Agency for International Development (USAID) in
Mozambique plans to issue a Request for Applications (RFA) requesting
assistance to achieve the objective of strengthening democratic
institutions and processes at the local level. The purpose is to
enhance the participation of Mozambicans in the local development
process and improve the capacity of district government to respond to
the needs of citizens, in 5 districts. Districts tentatively identified
include Morrumbula, Mocuba, and Ile in Zambezia, Mutarara in Tete, and
Caia in Sofala. Offerors are invited to propose alternate sites. The
activities would begin in mid-1997 and end two years later. A Request
for Applications will be issued no earlier than ten (10) days from the
date of publication of this notice. The deadline for receipt of
Concept Papers will be approximately thirty (30) days after the date of
RFA issuance. All responsible sources may submit an application which
will be considered by USAID/Mozambique. The solicitation for this
requirement is expected to result in the award of a cooperative
agreement. The preferred method of distribution of USAID procurement
information is via the Internet or by request of a solicitation on a
3.5" floppy disk (WordPerfect 5.1/5.2 format). This CBD notice can be
viewed and downloaded using the Agency Web Site. The RFA, once issued,
can be downloaded from the Agency web site. The Worldwide Web address
is http://www.info.usaid.gov. Select Business and Procurement
Oportunities from the home page, then "USAID Procurements." On the
following screen, select "Download Available USAID Solicitations." The
RFA can also be unloaded via Anonymous File Transfer Protocol (FTP).
The FTP address is FTP.INFO.USAID.GOV. Logon using the user
identification of "anonymous" and the password is your e-mail address.
Look under the following directory for the RFA:
pub/OP/RFA/97005/97005.rfa. Receipt of this RFA through INTERNET must
be confirmed by written notification to the contact person noted above.
It is the responsibility of the recipient of this solicitation document
to ensure that it has been received from INTERNET in its entirety and
USAID bears no responsibility for data errors resulting from
transmission or conversion processes. Interested offerors may also
request a copy of the RFA by submitting a written request along with
three (3) self-addressed, self-sticking mailing labels or by Fax to the
