202-307-1960 The Department of Justice (DOJ), Information Management
and Security Staff (IMSS) seeks comprehensive descriptions and/or
samples of Computer-Based Instructional (CBI) products addressing
information/computer security, specifically focused for system
administrators, security personnel, Internet users and the general user
population. DOJ/IMSS plans to evaluate CBI products for possible use in
the training of the above personnel. The purpose of this RFI is to
solicit vendors to provide technical, marketing, and other pertinent
materials on products to be considered for evaluation by DOJ/IMSS.
Products should be designed primarily for individual workstations
although LAN or client server products will also be considered. Desired
media is WP 7.0 on 3 1/2" Diskettes and/or CD-ROM. Operating system
support is Microsoft Windows 3.1, WIN 95. Functionality to be examined
includes: Is the project interactive and designed to run on the
computer at the employee's desk? Is it site independent; i.e., the only
equipment needed is a computer and a hard drive? Can the project be
easily installed; i.e., accompanied by coherent written as well as
visual instructions for minimum basic computer literacy audiences? Is
the training self-paced? Does the training provide feedback to the
user? Does the project provide for tracking and certification? DOJ/IMSS
will base its evaluations of contributed projects as follows: (1) Does
the product address the protection of the common elements of
integrity, confidentiality, and availability of information needed by
Federal agencies and organizations to ensure protection of today's
highly networked systems environment; and (2) Does the product meet the
"Computer Security Training Guidelines" (NIST Special Publication
500-172, November 1989), and the OPM revision of January 1992, 5 CFR
Part 930, "Employees Responsible for the Management or Use of Federal
Computer Systems"? To respond, provide ALL of the following: (1) draft
agreement for DOJ/IMSS to use any submitted products at no cost for
evaluation purposes only (include any necessary nondisclosure
agreements); (2) statement of basic technical support and list of
contact points for the duration of the evaluation; (3) descriptive
technical literature on the contributed products, including information
on the projects' supported platforms, operating systems, and technical
architecture, degree of user friendliness, and ease of use factors;
and (4) discussion of the products' commercial availability and
site-licensing costs plus current catalogs, pricing, and Past
Performance references. (GSA and/or Government-wide contract schedule
pricing are preferred where applicable.) Responses (three copies of all
written documentation) must be received by 4:00 p.m. (EST) on July 3,

evaluation neither implies endorsement, nor a tacit commitment for use.
In addition, selection for evaluation will neither provide vendors with
an advantage or disadvantage, nor preclude them from bidding, on
related future procurements. Any submitted products and information
will be used for evaluation purposes only, and will be returned to the
vendor if expressly requested in writing with the initial submission.
